Position Overview:
The Program Manager – IT (Infrastructure) provides strategic and operational leadership for NCTCOG’s enterprise infrastructure environments. This role is responsible for planning, designing, and managing infrastructure programs that support agency operations, including onpremises and cloud environments, networks, storage, backup and recovery, and disaster recovery capabilities. The position oversees infrastructure program delivery, vendor coordination, budgeting, and performance monitoring while leading and mentoring technical staff. The Program Manager works closely with leadership, security, applications, and service desk teams to ensure reliable, scalable, and secure technology services across the organization.
Key Responsibilities:
Infrastructure Program Leadership
- Lead infrastructure programs supporting enterprise systems, data centers, networks, cloud platforms, backup, disaster recovery, and monitoring.
- Develop and maintain short and longterm infrastructure roadmaps aligned with agency goals and technology standards.
- Translate business and operational needs into sustainable infrastructure solutions.
Operations & Service Reliability
- Oversee daytoday infrastructure operations to ensure system availability, performance, capacity, and resiliency.
- Maintain and test disaster recovery and backup strategies; ensure service continuity requirements are met.
- Monitor system health and performance metrics and proactively address risks and capacity concerns.
Project Management
- Plan, coordinate, and oversee infrastructure projects, including upgrades, replacements, migrations, and new implementations.
- Manage project timelines, dependencies, and resources to ensure successful and timely delivery.
- Coordinate infrastructure work across departments and external partners.
Budget, Procurement & Vendor Management
- Assist with infrastructure budgeting, forecasting, and lifecycle planning for hardware, software, and services.
- Coordinate procurement and contracting activities; manage vendor relationships and service deliverables.
- Ensure compliance with procurement policies, contracts, and funding requirements.
Performance & Continuous Improvement
- Track infrastructure performance, service metrics, and operational effectiveness.
- Identify opportunities for efficiency, standardization, and automation.
- Recommend and implement improvements to processes, tools, and technologies.
Stakeholder Engagement
- Serve as a primary point of contact for infrastructurerelated initiatives and communications.
- Collaborate with internal teams, leadership, and external partners to align infrastructure services with organizational needs.
- Communicate risks, priorities, and progress clearly to technical and nontechnical audiences.
Team Leadership & Development
- Supervise and mentor infrastructure staff, and support professional growth and skill development.
- Provide input on hiring, workload planning, and performance evaluations.
- Foster a collaborative, accountable, and serviceoriented team culture.
Desired Skills:
- Experience with hybrid cloud environments (Azure and/or other cloud platforms).
- Experience with infrastructure security, resiliency, and compliance best practices.
- Familiarity with public sector IT operations, procurement processes, and funding models.
- Experience with infrastructure monitoring, automation, and lifecycle management.
- Strong collaboration skills across technical and nontechnical teams.
- Demonstrated experience with enterprise infrastructure environments, including networks, servers, storage, cloud platforms, and disaster recovery.
- Strong analytical, organizational, and decisionmaking skills with the ability to work independently.
- Experience with budgeting, procurement, contract management, and vendor oversight.
- Excellent written and verbal communication skills, including the ability to present technical concepts to diverse audiences.
- Proficiency with infrastructure monitoring tools, project management platforms, and the Microsoft 365 ecosystem.
Minimum Qualifications:
Bachelor’s degree in information technology, computer science, engineering, business administration, public administration, or a related field
Five or more years of experience managing IT infrastructure, operations, or enterprise technology programs.
Starting Salary:
Salary Range: $104,546 – $135,326 annually, depending on qualifications and experience.

Retirement
NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees' gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
