Description
The City of Willis is seeking a highly motivated Accountant with strong analytical skills to join our office team. This position’s main focus is on bank reconciliations, the Comprehensive Monthly Financial Report, and IRS 1099 annual forms.
Summary of Duties: Under basic supervision, the Accountant is responsible for the timely and accurate preparation of financial statements, relevant tax filings, and reconciliation and documentation of bank-related activities. Reviews and maintains records of departmental revenues and expenditures.
Distinguishing Characteristics: This is the entry-level classification in the Accountant series. The incumbent follows routine procedures and guidelines in the application of prescribed duties and works under close supervision with work frequently reviewed by a superior.

- Participates in the processing and recording of various revenue, encumbrance, expenditure, expense, asset, liability, and equity transactions, in accordance with GAAP and City policy.
- Reviews accounting procedures to identify inefficiencies or inadequacies and makes recommendations for improvements.
- Provides accounting expertise to the various departments on matters of financial reporting and procedural matters, as required.
- Prepares audit work papers and adjustments for the annual audit.
- Ensures proper reconciliation and substantiation of account balances.
- Reconciles and ensures accurate reporting of investments.
- Prepares and submits 1099s to vendors and the Internal Revenue Service.
- Assists with additional departmental projects as required.
- Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: The incumbent must be able to prioritize work and utilize analytical skills for analysis and review of departmental revenues, expenditures, and procedures.
Requirements
Minimum Qualifications:
Knowledge of: GAAP and must incorporate governmental accounting principles into that knowledge to be effective.
Skill in: Communicating effectively both verbally and in writing; report writing; utilizing accounting software and standard office software including spreadsheets, word processing, and electronic mail.
Education: Bachelor’s degree in Accounting, Finance, or a related field.
Experience: One year of general accounting experience. Insurance reporting experience is preferred.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements
Licenses and Certifications: None.
Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings), and social security number verification check.
Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
