Description
General Statement of Responsibilities
Under general supervision of the Office Manager, this position performs professional accounting and administrative services for the District. The role manages core financial functions including payroll processing, accounts payable/receivable, and financial record-keeping while providing secondary support for public assistance. A high proficiency in accounting & payroll software and professional communication is required.
Essential Job Functions
- Manage all District accounting; including accounts payable, accounts receivable, and reconciliation.
- Complete bi-weekly and monthly payroll for employees and board members.
- Responsible for all direct deposit and ACH payments, including salaries, longevity, property purchase, and related disbursements.
- Assist outside firm with annual audit and single audit support as needed.
- Reconcile all District investment & bank accounts monthly.
- Provide administrative support, including digital document archiving in collaboration with the Administrative Assistant.
- Serve as the secondary public point of contact for the District by assisting in monitoring the front entrance and responding to the public regarding District information.
- Answer, screen, and route calls and in person inquiries to the appropriate staff.
- Provide informed responses regarding District procedures within scope of authority and training.
- Provide administrative and logistical support for Board meetings and special projects as required.
- Oversee the maintenance of financial filings and assist with personnel records and general office procedures to ensure efficient operations.
- Work under the general supervision and guidance of the Office Manager, Assistant Superintendent, and Superintendent.
- Perform other professional duties as required as the course and scope of the job directs.
Requirements
Required Knowledge & Skills
- Financial Software Proficiency – Advanced ability to utilize QuickBooks Online, ADP Workforce Now, and Microsoft Office 365 (Excel, Outlook, Word) to manage complex financial data with speed and accuracy.
- Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from internal departments, organizations, and members of the public.
- Judgment/Decision Making – Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving matters considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Time Management – Plans and organizes professional work routines independently; establishes schedules to meet strict payroll and reporting deadlines. Implements work activities in accordance with priorities and estimated schedules.
- Communication – Ability to communicate complex information both verbally and written so others will understand. Ability to listen and understand information and ideas being presented verbally and in writing.
Education and Experience
- High school diploma or equivalent required (Associate’s or Bachelor’s degree in accounting preferred).
- Five or more years of professional accounting, bookkeeping, payroll, or related business experience.
- Advanced proficient knowledge of QuickBooks Online and ADP payroll platforms.
- Strong working knowledge of Microsoft Office Professional (Outlook, Word, Excel, etc.)
Certifications and Licenses
- Valid, class “C” Texas driver’s license with acceptable driving record.
