Job Description: The Accounts Payable / Payroll Clerk supports the City of Gilmer's financial operations by performing timely and accurate processing of accounts payable, payroll, and related administrative task. This position plays a key role in maintaining financial integrity, ensuring compliance with applicable laws, and providing excellent internal customer service to city departments and employees. 

Requirements

Essential Job Functions: 

• Process accounts payable invoices, verify accuracy, match purchase orders, prepare and process sales tax, prepare payments and process customer refunds. 
• Maintain vendor files, W-9 documentation, and assist with annual 1099/1096 reporting
• Prepare and process bi-weekly payroll, including timekeeping review, deductions, leave accrual reporting, annual longevity and certification pay, and adjustments
• Maintain payroll records and ensure compliance with Federal and Texas State wage and hour laws
• Reconcile payroll reports, benefits invoices, and other financial documents
• Assist with month-end and year-end closing procedures
• Respond to employee inquiries regarding payroll, benefits deductions, and pay history
• Assist with budget preparation, audit request, and financial reporting as needed
• Maintain confidentiality of sensitive financial and personnel information
• Perform other duties as assigned to support the Finance Department
• Assist utility clerks when needed, take payments, answer phones, and assist customers
