Under general supervision, the purpose of the position is to coordinate department operations. Employees in this classification perform complex administrative support work. The position is responsible for document preparation, and file maintenance on computers and hard copy and engages in public contact both in person and by telephone. Performs related work as required.
Essential Functions:
- Receives, manages, and processes work orders for the department.
- Assist the Director of Public Works in assigning tasks.
- Schedules and attends meetings.
- Receives and reviews purchase orders, check requests, and/or other related documentation for completeness and compliance with financial policies, procedures, and contractual requirements.
- Codes verify and electronically enter data into accounts payable software.
- Follows up on account statements and other discrepancies regarding payment of accounts and serves as a liaison between departments and vendors in the resolution of administrative problems and inquiries.
- Monitors blanket purchase orders and periodically notifies departments of balances.
- Assists with answering phones and directing calls.
- Prepares correspondence, reports, and other necessary documents using word processing or spreadsheet software.
- Conducts routine inventories of office supplies and places orders for the restocking of items needed.

- Manages Public Works Receptionist
- Monitors budget
- Douglas fuel system management for all city fleets
- Performs administrative support functions requiring considerable discretion and specialized knowledge.
- Attendance, regular and timely attendance during assigned work hours. After-hours and weekend work are required as necessary
- Deadlines, ability to set and meet appropriate deadlines. Timely follow-up and follow-through with staff and others. Effectively multi-task and work under time pressure and deadlines
- Communication & Record Keeping, ability to read, comprehend and effectively communicate, both verbally and in writing, in English. Communicate effectively and professionally with staff, volunteers, council, and others
- Customer Service must be professional, respectful, helpful, and polite to staff, volunteers, council members, and others always. All work must be performed in a timely and satisfactory manner
- Financial, ensure all expenditures are within budget. Utilize corporate credit cards in an ethical and responsible manner
- Submit receipts monthly. Ensure all financial functions, recordkeeping, and reporting are performed timely and accurately and that records are properly created and maintained
- Policies & Procedures, perform duties in accordance with City policies, procedures, standards, and comply with local, state, and federal law

Necessary Knowledge, Skills, and Abilities:
- Excellent communication and organizational skills and problem-solving skills required
- Knowledge of City policies and procedures
- Skill in tracking, monitoring, and reviewing various reports
- Ability to gather and analyze data and draw conclusions and present data and other information in a clear and precise manner.
- Skill in effective oral and written communications.
- Ability to develop and maintain positive and effective working relationships with vendors, managers, employees, and other agencies.
- Able to handle tasks with minimal supervision and direction.
- Ability to balance a variety of duties, prioritize, and meet deadlines.
- Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
- Ability to understand and carry out instruction and procedures with minimal supervision.
- Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.

MINIMUM QUALIFICATION REQUIREMENTS:
A high school diploma or GED equivalent is required. Two (2) years of experience related to administrative work. Ability to pass a background check, fit for duty examination, and drug screening. Valid Texas Driver’s License. Reliable transportation, and ability to drive; maintain and provide proof of liability insurance. Have and maintain a professional, inviting, and friendly demeanor.
ADA COMPLIANCE:
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds). Some tasks require visual perception and discrimination.
Sensory Requirements: Some tasks require visual perception and discrimination and oral communication ability.
Environmental Factors: there is limited exposure to environmental conditions. Some tasks are performed with exposure to violence.
