Description
POSITION SUMMARY
Under the management of the Deputy City Planner, plans, directs, manages, and oversees the
operations, development, maintenance, and administration of the municipal airport. The Manager
ensures safe, efficient, and compliant airport operations in accordance with Federal Aviation
Administration (FAA), Texas Department of Transportation (TxDOT Aviation), TSA, and all applicable
federal, state, and local regulations.
The position serves as a liaison to elected officials, tenants, airlines (if applicable), Fixed Base
Operators (FBOs), contractors, TxDOT Aviation, FAA representatives, and the aviation community.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
Operations & Administration
Directs daily airport operations, including airfield safety, facilities management, and tenant
coordination.
Ensures compliance with FAA Part 139 (if certificated), TSA regulations, and Airport Minimum
Standards.
Drafts and disseminates Notices to Air Missions (NOTAMs) per AC 150/5200-28 and FAA Job
Order (JO) 7930.2 to meet Federal requirements.
Resolves problems and complaints from airport customers and tenants; meets with airport
tenants to explain airport policies.
Assists the Airport Duty Manager by responding to, coordinating, and resolving airside
emergencies such as alerts, severe weather, irregular operation, security breaches, and other
events affecting airport operations in accordance with the Airport Emergency Plan and
National Incident Management System (NIMS) methodology; and serves as airport field
representative until relieved by supervisory authority.
Coordinates and monitors daily work on and near contractors and other airfield stakeholders
to ensure a safe operating environment; initiates minor corrective actions with the related
groups; and makes recommendations for substantive changes.
Identifies and anticipates operational and safety concerns through continuous surveillance
and radio contact with the control tower; ensures timely reporting of hazards and provides
suggestions for mitigation.
Administers the Ground Support Equipment Registration and Monitoring Program (GSE
RAMP), maintains inventory of airline equipment, inspects vehicles, and reports discrepancies
to a supervisor.
Provides training on airfield procedures and regulations; coordinates and performs on-the-job
training for new hires; and documents daily performance of the trainee and communicates
results to appropriate management.
Keeps abreast of all ongoing changes to Federal, State, and Local laws, rules, and regulations
related to the position, FAA advisory circulars, Airport Security Program, and Transportation
Security Administration (TSA) directives. Maintains proficiency by passing regularly scheduled
examinations.
Resolves problems and complaints from airport customers and tenants; meets with airport
tenants to explain airport policies.
Develops and implements airport rules, regulations, policies, and procedures.
Oversees safety management systems and emergency response planning.
Serves as Airport Security Coordinator (if applicable).
Financial Management
Prepares and administers annual operating and capital budgets.
Manages airport revenues, including leases, hangars, landing fees, and grants.
Oversees grant administration, including FAA AIP and TxDOT aviation grants.
Develops capital improvement plans (CIP) and long-range development strategies.
Planning & Development
Coordinates airport master planning efforts.
Oversees infrastructure projects including runways, taxiways, aprons, hangars, and terminal
improvements.
Manages engineering consultants and construction contracts.
Ensures compliance with environmental regulations and grant assurances.
Tenant & Public Relations
Negotiates and administers leases with hangar tenants and aviation businesses.
Serves as liaison to economic development organizations.
Promotes airport development and business recruitment.
Represents the airport at community, state, and aviation industry meetings.
Personnel Management
Supervises airport staff, including operations, maintenance, and administrative personnel.
Establishes performance standards and conducts evaluations.
Promotes a culture of safety, service, accountability, and professionalism.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
FAA regulations (Part 139, Part 77, grant assurances)
Airport financial management and enterprise fund principles
Aviation safety standards and airfield operations
Airport construction and capital project management
Ability to:
Interpret complex regulatory requirements
Develop and manage multi-million dollar capital budgets
Negotiate leases and contracts
Build strong relationships with elected officials and aviation stakeholders
Communicate effectively both verbally and in writing
EDUCATION AND EXPERIENCE
Required:
Bachelor’s degree in Aviation Management, Business Administration, Public Administration, or
related field. Experience and education may be substituted for one another.
Five (5) years of progressively responsible airport management or aviation operations
experience.
Experience with FAA grant administration.
Preferred:
Accredited Airport Executive (AAE) or Certified Member (CM) designation through AAAE.
Experience managing a commercial service airport or high-activity general aviation airport.
Experience working with TxDOT Aviation and the FAA Southwest Region.
LICENSES AND CERTIFICATIONS
Valid Texas Driver’s License
Ability to obtain AAE or CM designation within a specified timeframe
