GENERAL PURPOSE:
Under the general direction of the Parks and Recreation Director, the Aquatics Manager is responsible for planning, organizing, supervising, and directing the daily operations, staffing, safety, and programming of the City’s aquatic facilities. This position ensures compliance with all applicable health, safety, and regulatory standards while delivering high-quality recreational services to the public. The Aquatics Manager exercises independent judgment in personnel, operational, and emergency response decisions and plays a key role in risk management, customer service, and staff development.
PRIMARY DUTIES AND RESPONSIBILITIES
Supervision & Administration:
Ø Plans, assigns, supervises, trains, evaluates, and disciplines aquatics staff (Assistant Aquatics Manager, Head Lifeguards, Lifeguards, Admissions/Operations Staff) in accordance with City policies and procedures
Ø Participates in recruitment, interviews, and hiring recommendations
Ø Prepares staff schedules and ensures adequate coverage for all operational areas
Ø Maintains personnel records, certifications, training documentation, and performance evaluations
Ø Oversees daily facility operations, including admissions, cash handling, and customer service functions
Ø Assists with annual budget preparation, purchasing requests, payroll coordination, and revenue reporting
Aquatic Programming & Customer Service:
Ø Develops, schedules, and oversees aquatic programs, including swim lessons, lap swim, special events, rentals, and seasonal activities
Ø Coordinates marketing and promotional efforts for aquatic programs and facilities
Ø Addresses customer inquiries, concerns, and complaints in a professional and timely manner
Facility Operations & Safety:
Ø Oversees operation and maintenance of aquatic facilities and equipment, including pools, slides, spray features, pumps, and filtration systems
Ø Ensures proper water chemistry and compliance with state and local health regulations
Ø Maintains oversight of chemical handling, storage, and documentation
Ø Implements and enforces safety policies, facility rules, and emergency action plans
Ø Responds to and manages emergency situations and incident investigations
Risk Management & Compliance:
Ø Ensures all lifeguards and aquatic staff maintain required certifications and training
Ø Completes and reviews incident, accident, and safety reports
Ø Coordinates inspections and corrective actions related to health, safety, and risk mitigation
Ø Ensures compliance with OSHA standards, City policies, and departmental procedures
Other Duties:
Performs other related duties as assigned to support Parks and Recreation
Requirements
QUALIFICATIONS:
Education:
Ø High School Diploma or GED
Ø Associate’s degree in recreation management, public administration, or a related field preferred
Experience:
Ø Minimum of two (2) years of progressively responsible experience in aquatic facility operations, recreation management, or a related field preferred
Ø Supervisory experience strongly preferred
Certifications:
Ø Certified Pool Operator (CPO) required or ability to obtain within six (6) months of hire
Ø Lifeguard, CPR, and First Aid certification required or ability to obtain prior to or shortly after hire
Ø Lifeguard Instructor certification preferred
Licensing:
Ø Valid Texas Driver’s License with an acceptable driving record
Knowledge, Skills and Abilities:
Ø Knowledge of aquatic facility operations, water chemistry, and safety standards
Ø Strong leadership, communication, and organizational skills
Ø Ability to manage staff, resolve conflicts, and make sound decisions under pressure
Ø Ability to work independently and collaboratively
Ø Ability to work flexible hours, including evenings, weekends, and holidays during the aquatic season
Working Conditions & Physical Requirements:
Ø Work is performed primarily outdoors in varying weather conditions
Ø Requires the ability to stand, walk, bend, stoop, climb, and lift up to 50 pounds, with or without reasonable accommodation
Ø Exposure to pool chemicals, noise, and emergency response situations
Ø May be required to respond to emergencies outside normal working hours
