Summary of Position Under the direction of the City Attorney and supervisors, provides legal counsel to the City of Kyle, consults with and advises departments, officers, boards and committees. Also, as assigned: (a) serves as the primary prosecutor for Class C Misdemeanors in Kyle Municipal Court; (b) assists and advises outside attorneys representing the City; (c) processes and drafts documents related to requests under the Texas Public Information Act. Requires the exercise of initiative and independent judgment on matters of significance involving the City’s general operations.
The minimum starting base pay is $74,435.00 - $91,927.23/Annually* + Competitive Benefits
(Eligible experience, education, and expertise may provide a greater starting base pay within the full pay grade)

ESSENTIAL FUNCTIONS / KNOWLEDGE, SKILLS, AND ABILITIES:
Essential Functions
Analyze legal issues and determine the law by reviewing statutes, regulations, cases, law reviews, and other legal research using books, publications, the internet, electronic legal services and consulting with supervisors and others.
Serves as the primary prosecutor for the Kyle Municipal Court handling all aspects of the prosecution including bench and jury trials on Class C Misdemeanors.
Prepare, review and edit documents, ordinances, resolutions, contracts, leases, easements, pleadings, motions and briefs.
Represent the City and advise and consult with clients and attorneys in a wide range of legal matters including contracts, legislation, employment issues; and negotiate the terms of contracts, agreements and documents with opposing counsel and third parties.
Provide legal advice and counsel to departments, City officers, committees and boards on a variety of issues based on the applicable facts, documents and state and federal law.
Develop solutions to problems by evaluating available courses of action and consulting with supervisors; counsel, advise and guide individuals, and work on issues with limited supervision.
Utilize on-line research services and other computer-based and written resources, including LexisNexis.
Review Public Information Act requests and draft initial and final letters to the Attorney General when required.
Perform related duties as assigned.
Knowledge, Skills, and Abilities
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed,
Knowledge:
Knowledge with misdemeanor prosecution and/or the Texas Public Information Act.
Knowledge of ethical rules governing the practice of law in Texas.
Knowledge of legal research methods and legal writing standards.
Skills:
Communicate effectively with City Attorney, co-workers, and public; must work well with other employees in order to accomplish tasks safely and efficiently.
Effective verbal and written communication skills; able to compose and prepare reports, records, and correspondence.
Proficient in Microsoft Office Suite and Adobe products including Word, Excel, PowerPoint, Office365, Adobe Acrobat, etc.
Abilities:
Must be able to relate to and work productively with co-workers, clients and the public in a professional manner, and with appropriate behavior, by: (a) giving and receiving opinions and instructions; (b) performing and providing legal services requiring negotiating, instructing, persuading and communicating; and (c) responding appropriately to directions, questions and criticism from supervisors, client departments and citizens.
Ability to exercise judgment and discretion in dealing with the public and in interpreting and applying departmental policies and procedures.
Ability to multitask; remain calm and act resourcefully in the performance of duties.
Ability to work within a fast-paced environment.
Ability to operate standard office equipment, including computers, printers, telephones, copiers, and motor vehicles, as required for this position.
Requirements
Minimum Qualifications:
Doctor of Jurisprudence from an accredited law school.
License to practice law in the State of Texas. Successful applicant must be in good standing and eligible to practice law in the State of Texas.
Must possess or be able to obtain a valid Texas Driver’s License and be eligible for coverage under the City of Kyle vehicle insurance provider.
