POSITION TITLE: Assistant City Manager
DEPARTMENT: General Administration
RATE CLASS: Salary/Administrative Exemption
REPORTS TO: City Manager
SHIFT: 8AM-5PM, M-F (may be adjusted at the discretion of the City of Freeport as operational needs require)
EDUCATION/EXPERIENCE REQUIREMENTS: Bachelor's degree in public administration, business administration, political science, or a closely related field. Master's degree in Public Administration, Business Administration, or related field preferred. Membership in the International City/County Management Association and/or the Texas City Management Association, or eligibility for membership, preferred. Minimum of five (5) years of progressively responsible executive or seniorlevel managerial experience in local government or a comparable public organization, or an equivalent combination of education and experience. Demonstrated experience overseeing multiple functional areas and advising executive leadership is required.
JOB SUMMARY: Responsibilities include executivelevel oversight and management of assigned municipal departments and operations, including employee management, departmental budget preparation, procurement oversight, customer service functions, and oversight of facilities, fleet, and equipment management as assigned. The Assistant City Manager serves as a senior advisor and operational partner to the City Manager and provides highly responsible and complex administrative leadership supporting City operations, strategic initiatives, and interdepartmental coordination.
SPECIAL SKILLS: Demonstrated executive leadership, sound judgment, and the ability to manage complex organizational issues. Must possess a high level of integrity, ethical conduct, and professional standards consistent with public service values. Excellent interpersonal, verbal, and written communication skills suitable for executive leadership, elected officials, staff, and the public. Ability to maintain confidentiality and exercise discretion in sensitive matters. Strong financial, operational, and analytical skills, including knowledge of budgeting, accounting principles, and internal controls. Working knowledge of applicable employment, payroll, and human resource–related laws, practices, and policies as they relate to municipal operations. Proficient in modern office technology and information systems relevant to municipal operations.
KNOWLEDGE OF: Applicable federal, state, and local statutes and regulations; principles of public administration and municipal management; accounting and finance principles; organizational development and performance management; supervisory and leadership practices; budget forecasting and preparation techniques; and the functional relationships between municipal departments.
DUTIES & RESPOSIBILITIES: Duties include but are not limited to:
Manages and directs the work of assigned personnel; delegates, reviews, and evaluates work assignments; participates in the recruitment, selection, training, and performance evaluation of assigned staff.
Works closely with the City Manager and executive leadership team to define and achieve strategic goals, operational objectives, and organizational priorities.
Provides executive leadership to foster crossdepartmental collaboration, accountability, and continuous improvement.
Establishes strategic goals, objectives, budgets, resource allocations, and expenditure controls for assigned departments.
Prepares and presents staff reports, agenda items, performance evaluations, memoranda, plans, specifications, and policy analyses for the City Manager and City Council.
Makes recommendations to the City Manager; formulates, interprets, and implements City policies and administrative regulations, and operational procedures.
Works with department directors in the preparation, administration, and monitoring of departmental and citywide budgets.
Provides leadership on strategic initiatives and complex projects through project management and the preparation and delivery of oral and written reports to the City Council, boards, commissions, citizen groups, and City staff.
Provides coordination and policy guidance on major municipal projects and complex operational issues; coordinates activities across departments and external partners.
Serve as project manager for projects of varying scope, complexity and duration.
Maintain effective working relationships with residents, businesses, developers, elected officials, and regional partners.
Evaluates service delivery methods, workflow processes, and organizational performance, and recommends improvements to enhance efficiency and effectiveness.
Manages assigned city departments at the direction of the City Manager.
Resolves complex or escalated customer service issues and complaints.
Participates in the development and management of the City's annual operating and capital budgets.
Promotes an effective, responsive, value based organizational culture.
Develops, evaluates, and implements new programs or enhancements to existing programs; conducts operational analysis and makes recommendations regarding organizational structure and service delivery.
Actively participate in the development of the city's strategic goals and long-range plans.
Actively take part in the advancement and promotion of developing and maintaining effective methods of customer service and communications.
Supports and enhances the City's communication, transparency, and community engagement strategies.
Assist the City Manager in developing strategies for negotiating contracts, interlocal agreements, and economic development initiatives.
Monitors federal and state legislative activity impacting municipal operations and provides analysis as appropriate.
Prepares executive briefs, policy analyses, and discussion points for the City Manager, Mayor, and City Council as needed.
Serving as Acting City Manager in the absence of the City Manager.
Serve as Acting Department Director as needed.
Performs other duties as assigned.

PHYSICAL/MENTAL REQUIREMENTS:
Physical: Maintain a valid Texas driver's license and be able to travel as required. Must be able to lift a minimum of 15 pounds. Must be able to sit, stand, type, and write for extended periods. Must be able to attend evening meetings and work extended or irregular hours as operational needs require.
Mental: Must demonstrate the ability to work effectively with others and with the public in a variety of situations; manage multiple priorities; work under time constraints; analyze complex issues; exercise independent judgment; maintain confidentiality; and resolve conflicts professionally.
All municipal employees are expected to demonstrate a high level of initiative, professionalism, and commitment to the improvement of all aspects of the Freeport community. Employees must be dependable, punctual, and physically and mentally fit to perform assigned duties. This position is designated as disasteressential and is required to be available for duty before, during, and after emergency events, including natural disasters, as directed.
