Summary of Duties: Under general direction of the Director of Engineering, the Assistant Director of Engineering assists the Director of Engineering in planning, review, and management of the Department of Engineering (DoE). This position is responsible for the management of multiple teams within the Department of Engineering, possibly including Community Investment, Development Engineering, Transportation Engineering, Construction Inspection and Business Services. The Assistant Director is responsible for providing supervision and direction to assigned staff and oversees the assigned divisions budget development and assist in the development of long- and short-term strategic plans to meet organizational and development needs of the Engineering Department.

- Supervises, hires, trains, and evaluates the performance of assigned staff; makes hiring, dismissal and disciplinary recommendations; maintains staff work programs including staff assignments, benchmarks, and procedures for completing activities.
- Assumes the responsibilities of the department head in his/her absence.
- Provides technical assistance and information to the Director, consultants, developers, citizens, and staff on matters regarding DoE activities.
- Budgets and plans for operations; addresses complaints and resolves problems
- Directs and evaluates the operation of assigned divisions of the DoE.
- Serves as the division liaison by meeting with residents, business owners, consulting engineers, outside organizations and other department managers and directors, discussing, evaluating, recommending and resolving issues and problems and responding to questions, inquiries and concerns.
- Prepares and presents reports related to a variety of topics for City Management, citizens, and City Council on the progress of departmental and division programs and related issues.
- Manages projects by assisting with planning, developing and executing infrastructure projects, researching and making recommendations concerning development projects, facilitating preconstruction meetings, working with project engineers, inspectors and contractors to resolve problems, monitoring the progress of strategic objectives and assisting with the department portion of the City Council strategic plan.
- Communicates with public by addressing questions and problems concerning projects, initiatives and existing infrastructure and responding to public inquiries on current and future city initiatives and construction projects.
- Develops and administers divisional budgets by assisting with budget implementation, recommending the appropriate services and staffing levels, forecasting additional funds needed for personnel, equipment, materials and supplies, approving expenditures and recommending and implementing budget adjustments.
- Manages funding of Engineering projects and operations, including the programming of fiscal year funding, appropriations, encumbrances, transfers and assure the closure of project accounts per established City procedures. Manages and maintains departmental budgets, spreadsheets and other accounting records to track project and operational funding sources, allocate funding for various project cost codes and identifying departmental or project surpluses or shortfalls. Monitors funding availability from outside sources such as NCTCOG/RTC, TxDOT, DART, and Collin County.
- Provides general customer service; responds to concerns and inquiries; provides department related information; resolves problems related to division services.
Completes performance evaluations on subordinate employees in a timely manner.
Regular and consistent attendance for the assigned work schedule is essential.
Marginal Duties: Performs other duties as assigned.
Typical Decisions: The incumbent is authorized to make decisions based on delegated authority of the Director of Engineering and may set policy and service program levels appropriate to Department Head level positions. The incumbent determines appropriate budget levels for divisions as assigned; evaluates service levels and takes actions necessary to implement City policies and procedures. Relays and communicates policy level decisions and vision/values to Divisions. The incumbent resolves citizen complaints and makes necessary service level adjustments when necessary.
Requirements
Minimum Qualifications:
Knowledge of: Principles and practices of civil engineering as they relate to municipal infrastructure, including water, wastewater, stormwater, streets, and transportation systems; Development services processes, including plan review, permitting, and coordination with developers and contractors; long range planning and budgeting.
Skill in: Supervising and evaluating performance of assigned staff; communicating effectively both verbally and in writing; establishing and maintaining effective working relationships with co-workers, public officials, and the public; developing department-wide budgets; planning and developing administrative policies; delivering formal presentations to various sized groups.
Education: Bachelor’s degree in civil engineering, or related field.
Experience: Seven (7) years of progressively responsible experience involving public administration, including infrastructure design, construction, maintenance or operation of a variety of engineering activities; or equivalent combination of education and experience is required, which includes two (2) years of supervisory experience.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: State of Texas Professional Engineer license or ability to obtain in 6 months, Texas Class C driver's license (must obtain within 30 days of hire per state law).
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
