JOB SUMMARY
The Assistant Director of Fiscal Services provides leadership and oversight of the City’s financial reporting, accounting operations, and audit functions. This position supports the administration of the annual budget, ensures compliance with applicable accounting standards, and oversees the preparation of internal and external financial reports, including the Annual Comprehensive Financial Report (ACFR). The role analyzes complex financial data, maintains financial systems, and promotes sound fiscal management and transparency across the organization.
ESSENTIAL JOB FUNCTIONS

Financial Reporting and Compliance
- Oversees the preparation of internal and external financial reports to ensure accuracy, completeness, and compliance with applicable accounting standards.
- Prepares and coordinates the development of the Annual Comprehensive Financial Report (ACFR).
- Researches and implements new accounting standards and regulatory requirements to ensure ongoing compliance.
- Analyzes complex financial data and prepares reports to support organizational decision-making.
Audit and Internal Controls
- Manages the annual external audit process, including coordination with auditors and preparation of required documentation.
- Reviews and evaluates internal controls to ensure the integrity and security of financial systems and processes.
- Implements improvements to financial procedures and controls to enhance efficiency and compliance.
Accounting Operations
- Supervises accounting activities, including review and approval of journal entries, payment requests, and financial transactions.
- Maintains and oversees financial and accounting systems to ensure accurate processing and reporting of financial data.
- Provides administration and oversight of financial systems, including banking and payment processing platforms.
Budget and Financial Management
- Supports the development and administration of the annual budget by providing financial data, analysis, and recommendations.
- Monitors and manages budgets within assigned divisions or functional areas to ensure fiscal responsibility.
- Provides recommendations that impact budget development, allocation, and long-term financial planning.
Leadership and Organizational Support
- Supervises and directs assigned staff, including assigning work, evaluating performance, and providing training and professional development.
- Assists departments with financial inquiries, reporting needs, and budget-related matters.
- Responds to internal and external requests for financial information and analysis.
- Performs additional duties as assigned that fall within the scope of the job functions.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of governmental accounting principles, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards as they apply to municipal finance.
- Knowledge of municipal financial operations, including budgeting, financial reporting, auditing processes, and internal control practices.
- Knowledge of supervisory principles and practices, including performance management, employee development, and workforce planning.
- Skilled in financial analysis, interpretation of complex financial data, and preparation of comprehensive financial reports.
- Skilled in the use of financial systems, accounting software, and Microsoft Office applications, including spreadsheets and data management tools.
- Skilled in the administration and oversight of manual and automated financial systems.
- Ability to supervise, organize, and evaluate the work of staff while promoting accountability and professional development.
- Ability to analyze complex problems, evaluate alternatives, and implement effective and efficient solutions.
- Ability to develop and implement process improvements and technological enhancements to financial systems and operations.
- Ability to prepare and present clear, concise, and accurate oral and written reports.
- Ability to communicate effectively and maintain professionalism when interacting with employees, elected officials, auditors, and the public, including in sensitive or controversial situations.
- Ability to establish and maintain constructive, cooperative, and professional working relationships with internal and external stakeholders.
- Ability to maintain a high level of accuracy, attention to detail, confidentiality, and customer service orientation in all aspects of work.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
- The candidate must have a valid, US driver’s license
- CPA or CGFO certification is preferred
Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or a related field, and four (4) years of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is eight (8) years.
