- Assistant Director of Street Operations
Description
Responsible for overseeing and directing the Water Utilities & Street Operations Department’s Streets Division. Establish and execute strategic operating plans in accordance with the City of Denton’s policies and objectives. Responsible for planning, directing, designing, and coordinating a variety of citywide projects, including construction, maintenance, and repair of the city’s assets.

DUTIES
- Responsible for articulating each division’s purpose, mission, value proposition, and strategic plan.
- Responsible for crafting, implementing, and executing strategies that fulfills the divisions’ missions and value propositions.
- Communicate effectively with employees and stakeholders throughout the organization; responsible for effectively presenting information in writing and presentations to employees, city management, boards, commissions, and the City Council.
- Build and improve organizational culture by establishing and adhering to standards for behavior, work ethic, and the work environment.
- Act as the department’s ambassador; responsible for building and maintaining a positive reputation among the department’s employees, customers, stakeholders, and policy makers.
- Design and maintain sound organizational structure by establishing clear roles, responsibilities, and authority; ensure appropriate separation of duties while aligning, planning, and encouraging coordination between functional units
- Establish and execute a talent management strategy, establishing and maintaining effective recruiting, hiring/onboarding, training & development, career planning, succession management, discipline, and offboarding.
- Maintain a curious mind and set a strong example for continuous learning and improvement for staff; accept stretch assignments to improve oneself and delegates work in a similar manner.
- Craft, implement, and ensure adherence to organizational and department policies.
- Craft, implement, execute, and evaluate standard operating procedures.
- Establish and maintain a safety culture through safety protocols, standard operating procedures, employee training, and standardized curriculum.
- Responsible for effective and efficient resource management throughout the division; establish guidelines, processes, and reports to ensure funding, staffing, supplies, and assets are used in an appropriate and efficient manner.
- Coordinate the development and administration of the divisions’ budgets; responsible for monitoring funding, expenditures, and capital projects.
- Provide guidance to financial staff regarding the Division’s plans and forecasts.
- Establish and maintain proper financial and resource management controls; hold self and others accountable for adhering to established procurement processes.
- Sponsor, direct, and manage projects of varying size and complexity.
- Establish clear roles, responsibilities, and authority for project personnel and/or vendors.
- Utilize generally accepted practices to establish and monitor project timelines and budgets; communicate deviations and adjust project plans appropriately.
- Establish and monitor division key performance indicators (KPIs) and cascading performance measures to assess performance from the department to the individual level.
- Responsible for the division’s overall performance and our ability to deliver on service level promises.
- Coordinate routine reporting and analysis of the divisions’ various operations and objectives; regularly communicate results and feedback to employees, customers, and stakeholders.
- Responsible for the performance of the division’s vendors/suppliers; Establish goals and service level objectives, communicates expectations, and hold vendors/suppliers accountable.
- Responsible for establishing and executing a communication plan; establish expectations and hold self/leaders accountable for division meetings, team meetings, daily huddles, training sessions, and safety briefings.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

- Tools/Equipment Used: Standard office equipment, including computer and peripherals; use of hand and use of motor vehicle.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
- Travel: Travel to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must attend regularly scheduled and special meetings.

Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s degree from an accredited college or university in Civil Engineering, Industrial Engineering, or related field; and,
- Five (5) years’ experience in public works operations, water utilities, or related field; and
- Five (5) years’ experience in a management or supervisory capacity;
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
