Description

The City of Kemah, Texas is seeking Requests for Qualifications (RFQ) for two Associate Municipal Court Judges.  The selected candidates will preside over all municipal court proceedings when needed, including all docket calls, hearings, trials, magistrate, video magistrate and all matters before the court pertaining to Class C Misdemeanor violations in the City of Kemah. The Associate Judge will issue, and sign subpoenas, warrants, capias pro fines, judgments, orders and other related administrative paperwork prepared by municipal court staff.

The City of Kemah Municipal Court is held on Tuesday and Thursdays twice a month, we are also looking to change court times to mornings starting @ 9am. The Associate Judge will normally spend 1-2 hours at the court for each docket.

Newly appointed 

Associate Municipal Court Judges must attend a Texas Municipal Education Center (TMCEC) New Judges Conference within the first year of appointment. For all attorney judges and non-attorney judges who have previously completed the new judges conference, you must attend a regional TMCEC Regional Judges Conference annually.

5. If applicable, a list of Municipal Court(s) where employed with a contact name and number of staff members associated with the Court’s operations.

Deliverables

 One (1) original and three (3) copies of the SOQ shall be provided for review in a sealed envelope. Sealed Requests for Qualifications (RFQ) for Associate Municipal Court Judge, Kemah Project No. 2026-03, will be accepted until 2:30 PM on March 16, 2026. Proposals must be submitted to the City Secretary, Natasha Hinton, either by email to bids@kemahtx.gov or delivered in person to Kemah City Hall, 1401 Highway 146, Kemah, Texas 77565. Please include 2026-03 RFQ Associate Municipal Court Judge in the subject line or mailing label.
