Description
The Chief of Police serves as the highest-ranking law enforcement executive and provides strategic direction and administrative oversight for approximately 60 sworn and professional staff civilian personnel encompassing the Police Department, WEST COMM Dispatch Center, Animal Services, and Code Compliance. Reporting directly to the City Manager and serving as a key member of the City’s leadership team, the Chief is responsible for delivering responsive public-safety services while building a culture of integrity, professionalism, cooperation, and consistent accountability.

Requirements
REQUIRED EDUCATION, TRAINING AND EXPERIENCE
- Bachelor’s Degree from an accredited college or university in Criminal Justice, Police Science, or closely related field.
- Ten (10) years of progressively responsible law enforcement experience, including five (5) years in an executive command staff role (example: lieutenant, captain, or deputy chief if within one or two levels from the head of the agency).
- Graduate of the Bill Blackwood Law Enforcement Leadership Command College, Institute for Law Enforcement Administration Management College, FBI National Academy, FBI National Command Course, Senior Management Institute for Police, TCU LEAD Program, or equivalent executive leadership development course.
- Master Police Officer Certification from TCOLE or an equivalent state or federal authority; TCOLE certification must be obtained within twelve months of employment.
- Experience with budgeting, strategic planning, technology, investigations, and NIMS/Incident Command.
- National Incident Management System executive classes.
- ALERRT Training for executives as required by HB33.
- Possession of a valid driver’s license issued by the State of Texas.
- Must pass the annual firearms proficiency test.
- May reside outside the city limits; however, must be able to respond to emergency incidents within 30 minutes.
DESIRED KNOWLEDGE, SKILLS, ABILITIES, TRAINING, AND EXPERIENCE
- Master’s Degree from an accredited college or university in Criminal Justice, Police Science, or a closely related field.
10-15 years of extensive law enforcement experience serving in a command staff role or higher as an assistant chief of an agency with 25-50 sworn or more. - Municipal government, strategic planning, accreditation, or grand experience.
- Civil Service 143 experience.
- Demonstrated experience managing budgets, personnel, and organizational operations.
Proven demonstration of ability to build positive relationships with the community, labor, and news media.

Any work-related experience resulting in acceptable and proven proficiency levels in the above-required knowledge, skills, abilities, education, training, or licensing could be considered as a possible substitute for the above industry-specified training or experience requirements for this position.
