- CIP Compliance Officer
Description
Responsible for implementing the standards, regulations, protocols, and operating rules for Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Public Utility Commission of Texas (PUCT), Texas Reliability Entity (TRE), and Electric Reliability Council of Texas (ERCOT) related to Denton Municipal Electric (DME). Accountable for DME compliance monitoring with requirements and completing the necessary steps to ensure compliance with its general operations.
ESSENTIAL FUNCTIONS

DUTIES
- Assess compliance risks and develop risk management strategies; oversee and monitor updates for compliance with FERC, NERC, ERCOT, TRE, and other Federal and State electric reliability regulations to determine how the utility can best meet the new standard criteria.
- Oversee overall state of DME compliance including, but not limited to, deficiencies, compliance issues, and future issues; review, manage, schedule, prepare, and oversee compliance materials for compliance activities and programs.
- Meet with internal and external stakeholders to develop standards, procedures, guidelines, internal processes, and reports; collaborate to identify necessary updates to existing processes, programs, plans, and internal controls within the compliance year to maintain compliance standards.
- Conduct and/or assist with internal investigations of compliance issues; monitor and audit DME practices and work recordkeeping and report NERC and ERCOT compliance levels to leadership.
- Assist with investigation and formal complaint responses from regulatory agencies regarding non-compliance; lead remedial actions to resolve non-compliance issues and ensure corrective action plans are implemented and followed.
- Assist internal stakeholders in the interpretation of regulations including, but not limited to, NERC Standards and ERCOT Protocols & Operating Guides, basis for the NERC and ERCOT Compliance Programs.
- Act as a liaison between internal and external stakeholders including, but not limited to, regulatory agencies and external auditors.
- Coordinate, track and maintain all records to ensure compliance; prepare final regulatory reports for leadership approval prior to sending to the appropriate regulatory body.
- Participate in incident investigations including, but not limited to, perform sequence of event review, analysis of recorders and logs, root cause analysis, develop recommendations and corrective actions to prevent future occurrences, report incident as appropriate.
- Assist with identifying employee training needs, assist in development and delivery of training courses, as appropriate.
- Provide input to compliance budget for compliance related expenses.
- Assist in the assessment of DME facilities/assets and its application to regulatory standards.
CRITICAL INFRASTRUCTURE PROTECTION (CIP)
- Act as CIP Subject Matter Expert (SME) in audits, meetings, projects, internal reviews, requests for information (RFI), data requests, and spot checks to ensure that compliance procedures are followed and DME business needs are met.
- Stay up to date with the most current utility and/or industry trends and practices including, but not limited to, CIP compliance, cyber security, energy security and reliability; participate with in external groups, committees, and training seminars to stay informed and share appropriate information.
- Determine critical cyber system information architecture, configuration, and inventories and compare to compliance requirements for reporting purposes.

- Tools/Equipment Used: Standard office equipment, including computer and peripherals. laboratory ecological and environmental testing and monitoring equipment; wear appropriate personal protective equipment (PPE).
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting office, indoors in an environmentally controlled area, and occasionally, outside with exposure to sun, heat, cold humidity, and inclement weather, noise, dust, chemicals, odors, heights, potentially hazardous conditions, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed.

Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Business Administration, Engineering, Computer Science, Information System Management, or related field; and,
- Three (3) years’ experience in information technology management, security compliance, regulatory auditing, electric utility in NERC, or related field,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
