Description
The City of Clyde, Texas, has a population of approximately 4400, and it seeks an experienced management professional to manage the City with 40 full-time and 20 part-time and seasonal employees. The City of Clyde provides water, sewer, sanitation, streets, police, code enforcement, animal control, a public library, community development, and a volunteer fire department. The City Administrator reports to the Mayor, and the City Council is responsible for all departments, budget preparation, personnel matters, and long-term planning. In addition, the City Administrator manages and directs the City's activities with outside agencies and provides highly responsible and complex administrative support to the Mayor and City Council. In addition, the City Administrator serves as the Executive Director of the Clyde Economic Development Corporation.
Requirements
Candidates must possess a solid administrative background, good people and communications skills, understand city finance and budget processes, and handle the multiple roles and duties of a City Administrator. The successful candidate will be proficient in finance, human resources, general management, and technology, including Windows and Microsoft Office, and have a solid understanding of the operations of a municipal government. The successful candidate will be comfortable living and working in a rural setting.
See that all federal and state laws and city ordinances are effectively enforced.
Appoint, suspend, or remove all or any one of the directors of departments and employees, except as otherwise provided.
Attend all meetings of the City Council except when excused by the Council, and shall have the right to participate in the discussions of the City Council but shall have no vote.
Prepare the budget annually and submit it to the City Council. Be responsible for its administration after its adoption.
Prepare and submit to the City Council at the end of the fiscal year a complete report on the finances and administrative activities of the City for the preceding year.
To make a full written report to the City Council as soon after the close of each month's accounts as possible, showing the operations and expenditures of each department for the preceding month and a comparison of monthly such spending by departments with the monthly allowances made for such departments in the annual budget and to keep the City Council aware of the financial condition and future needs of the City and make such recommendations as may seem to him advisable.
Make other reports as the City Council may require concerning the operations of the City departments, offices, and agencies subject to his direction and supervision.
To act as purchasing agent for the City and to purchase all merchandise, material, and supplies needed by the City and may establish, if required, a suitable storehouse where such supplies shall be kept and from which same shall be issued as required; and to adopt such rules and regulations governing requisitions and transactions of business between himself as such purchasing agent and the heads of the departments, officers, and employees of the City as the City Council may approve.
To recommend to the City Council salaries to be paid to each appointive officer and subordinate employee of the City.
To recommend such measures and perform such other duties as may be prescribed or required of him by the City Council.
Experience
Preferable candidates will possess a bachelor's degree in public administration (Master's Degree preferred), Business Administration, or Management, plus at least two years of progressively responsible experience in Public Administration or a related field and experience in Economic Development.
Possession of an appropriate valid Texas driver's license is required.
Residency within the City Limits of Clyde is required.
