PURPOSE OF POSITION:
The purpose of this position is to direct and coordinate the functions of the City. This is accomplished by ensuring efficient City operations, planning for the future direction of the City and representing the City in intergovernmental and inter-community functions. Other duties may include participating in City meetings, planning, and coordinating the City’s budget, addressing customer service issues and interfacing with other City employees and citizens. This position provides direction to other employees.
ESSENTIAL FUNCTIONS:
Ensures efficient City operations by serving as the immediate supervisor to department heads, providing managerial leadership and direction, conferring with department heads on organizational goals, objectives and City projects, assigning project and program responsibilities, monitoring the progress of projects and programs, evaluating department heads and holding them accountable for goals and objectives and taking corrective actions when necessary.
Plans for the future direction of the City by staying abreast of issues that impact local government, assessing the current position and the future needs of the City and identifying how these needs can be addressed.
Represents the City in intergovernmental and inter-community functions by serving as a board member on various agencies, committees and commissions, advocating the City’s position on proposed legislation and regulations, representing the City with federal, state, county and regional agencies, participating in local groups and events, speaking with local groups regarding City activities and projects and establishing and maintaining intergovernmental coordination for joint projects.
Participates in City meetings by attending meetings, previewing agendas for commissions, researching background information, communicating with department heads, preparing for meetings and conducting meetings with department personnel.
In coordination with the Finance Director, plans and coordinates the City’s budget by establishing administrative objectives, identifying budgetary constraints, evaluating budget proposals from department heads and developing and presenting final budget recommendations for consideration by the Mayor and City Council.
Addresses customer service issues by ensuring matters or concerns of individuals and businesses are addressed, resolved or responded to.
Requirements
MINIMUM QUALIFICATIONS:

Formal Education / Knowledge
Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent that which is acquired in a minimum of a Bachelor’s degree in fields similar to or related to Business Administration, Political Science, Public Administration, and other related fields or with a level of professional career experience equivalent to a college degree in a related field of management. Masters degree preferred.
Experience
Minimum of Seven years as a City Department Head, City Administrator or City Manager.
Certification and Other Requirements
Valid Texas Class C Driver’s License
Certified Public Manager (CPM) preferred
Member of Texas City Management Association (TCMA) or become a member
Residency within a 30-mile radius of the City of Chandler is required.
SUPPLEMENTAL INFORMATION:
Reading
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study.
Math
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Writing
Advanced - Ability to write editorials, ordinances, journals, speeches, manuals, critiques, with grant and comprehensive plan writing experience preferred. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Managerial
Receives administrative directions. The employee normally performs the duty assignment within broad parameters defined by general organizational requirements and accepted practices. Total end results determine effectiveness of job performance.
Budget Responsibility
Has responsibility for final approval of budgetary recommendations to City Council. Monitors progress towards fiscal objectives and adjusts plans as necessary to reach them.
Supervisory / Organizational Control
Work requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
Complexity
Work is of the broadest scope dealing with highly complex concepts or issues of great importance to the City. Highly important policies, procedures or precedents may be approved or rejected by individuals in this classification as directed by City Council.
Interpersonal / Human Relations Skills
Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the City requires exercising participative management skills that support team efforts and quality processes.
