Position Summary
The City Administrator serves as the chief administrative officer of the city and is responsible for managing the day-to-day operations of municipal government under the direction of the Mayor and City Council. The Administrator coordinates departmental activities, oversees municipal finances, assists with policy development, manages personnel, and ensures the efficient delivery of public services to residents.
The position requires a highly motivated individual capable of working independently in a small-government environment where responsibilities often span multiple disciplines including administration, finance, public works, regulatory compliance, grants, and economic development.

Requirements
Essential Duties and Responsibilities
Administration
Direct and coordinate the daily operations of City government.
Implement policies and directives adopted by the Mayor and City Council.
Prepare agendas, reports, resolutions, ordinances, and supporting documents for Council meetings.
Attend all regular and special meetings of the City Council and provide professional recommendations.
Maintain effective communication between elected officials, employees, residents, and outside agencies.
Financial Management
Develop and administer the City's annual operating and capital budgets.
Monitor revenues and expenditures to ensure fiscal responsibility.
Assist with annual audits and financial reporting requirements.
Oversee purchasing activities and ensure compliance with applicable procurement laws and policies.
Manage utility billing operations, collections, and financial controls as applicable.
Personnel Management
Supervise and evaluate City employees and department heads.
Assist in recruitment, hiring, training, and employee development.
Develop and enforce personnel policies and procedures.
Promote a safe and productive work environment.
Public Works and Utilities
Coordinate operations of streets, drainage, parks, water, wastewater, and other municipal services.
Monitor infrastructure maintenance projects.
Coordinate with engineers, contractors, utility providers, and regulatory agencies.
Assist in planning and prioritizing capital improvement projects.
Grants and Economic Development
Research and pursue grant funding opportunities.
Administer grants and ensure compliance with reporting requirements.
Support economic development initiatives and community improvement efforts.
Maintain relationships with regional, county, state, and federal agencies.
Regulatory Compliance
Ensure compliance with applicable federal, state, and local laws and regulations.
Coordinate responses to public information requests.
Assist with permit administration, code enforcement, and municipal court matters as assigned.
Maintain official records and administrative documentation.
Community Relations
Serve as a primary point of contact for citizens.
Address public concerns and service requests.
Promote transparency and responsive customer service.
Represent the City at meetings, conferences, and community events.
Knowledge, Skills, and Abilities
Knowledge of municipal government operations and administration.
Knowledge of budgeting, accounting principles, and financial management.
Knowledge of Texas municipal laws and regulations.
Ability to prepare reports, budgets, and administrative documents.
Ability to analyze problems and recommend effective solutions.
Strong leadership and organizational skills.
Excellent written and verbal communication skills.
Ability to establish effective working relationships with elected officials, employees, residents, and external agencies.
Proficiency with Microsoft Office and municipal management software.
Minimum Qualifications
Bachelor's degree in public administration, Business Administration, Finance, Political Science, or a related field preferred.
Minimum of three (3) years of progressively responsible management, administrative, governmental, or related experience.
Equivalent combinations of education and experience may be considered.
Valid Texas Driver's License or ability to obtain one within thirty (30) days of employment.
Preferred Qualifications
Experience working in Texas municipal government.
Certified Public Manager (CPM), Certified Municipal Official (CMO), or related professional certification.
Grant writing and administration experience.
Experience with utility systems, public works, budgeting, and local government finance.
Working Conditions
Work is primarily performed in an office environment with periodic field visits to municipal facilities and project sites.Attendance at evening meetings and occasional weekend events is required.
Position may require response to emergencies, weather events, and other situations affecting municipal operations.

Qualifications
Required Qualifications
High school diploma or GED.
Minimum of five (5) years of progressively responsible experience in local government administration, public administration, finance, public works management, utility operations, or a related field.
Demonstrated experience in budgeting, financial management, and administrative operations.
Knowledge of municipal governance, public meetings, records management, and applicable state and local regulations.
Valid Texas Driver's License and ability to maintain insurability under the City's insurance provider.
Ability to attend evening and special meetings as required.
Ability to successfully pass a background investigation and pre-employment screening.
Preferred Qualifications
Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Political Science, Economics, or a closely related field.
Three (3) or more years of experience serving as a City Administrator, City Manager, Assistant City Manager, City Secretary, Finance Director, or equivalent leadership position.
Experience working in a Texas Type A General-Law Municipality.
Experience preparing and administering municipal budgets and annual audits.
Experience with utility billing, water and wastewater operations, public works, and infrastructure projects.
Experience in grant writing, grant administration, and economic development programs.
Working knowledge of Texas Open Meetings Act, Public Information Act, procurement laws, and municipal finance requirements.
Certified Public Manager (CPM), Texas Registered Municipal Clerk (TRMC), Certified Municipal Official (CMO), ICMA Credentialed Manager, or other relevant professional certification.
