Description
Manages and directs the day-to-day activities of the City of Spearman based on the ordinances and policies established by the City Council. Responsible for the managerial oversight of all department heads and subordinate staff included on the City of Spearman payroll in order to meet the needs of the citizens of the City. Work involves planning, coordinating and directing all aspects of City operations; developing City budget and controlling expenditures; and providing information and assistance to the general public. Oversees the operation of each of the City’s departments including: Police, Fire, Public Works/Parks, Utilities, Administration, and any other departmental designation agreed upon by the City Council. The City Manager shall be responsible for the oversight and implementation of all of the City’s special projects including grant implementation. In addition, the City operates a municipal airport, a public golf course, and provides natural gas services as a utility to residents. Work shall include serving as a representative of the City of Spearman on City, County, Regional and State Boards and professional organizations that directly benefit the City. Ongoing professional development in the areas of public administration and management are expected.

Spearman, Texas is a welcoming Panhandle community of approximately 3,171 residents located about 90 minutes northeast of Amarillo. Known for its strong agricultural heritage, close-knit neighborhoods, and high quality of life, Spearman offers the advantages of small-town living with access to regional services and employment centers. The community values fiscal responsibility, responsive local government, and a spirit of cooperation.
The City operates under a General Law Type A form of government (Council-Manager). The Mayor and City Council appoint the City Manager, who serves as the City’s Chief Administrative Officer.
The City Manager’s Office provides executive leadership and administrative oversight for all municipal operations. The City Manager is responsible for planning, directing, and coordinating City activities; implementing policies adopted by the City Council; and ensuring efficient delivery of services to the community. The City Manager oversees an annual operating budget of approximately $5.6 million and leads a workforce of 26 employees.
Daily responsibilities include administering City programs and operations; identifying opportunities for improvement, expansion, and efficiency; managing special projects; and overseeing multiple grant-funded initiatives. The City Manager works closely with the City Council to develop policies, strategic goals, and programs that meet community needs. The successful candidate will demonstrate strong leadership, consensus-building ability, sound judgment, and the capacity to work effectively with diverse personalities.
Required qualifications include:
Bachelor’s degree from an accredited college or university in Public Administration, Political Science, Business Administration, or a related field
Minimum two (2) years of experience in an executive or management-level municipal position
Valid Texas driver’s license (or ability to obtain upon hire)
Must be bondable
Preferred qualifications include:
Two to four (2–4) years of experience as a City Manager, Deputy City Manager, or Assistant City Manager
Broad knowledge of municipal operations, budgeting, and service delivery
Experience administering capital or grant-funded projects
Strong leadership, communication, and team-building skills
An equivalent combination of education and experience sufficient to successfully perform the responsibilities of the position may be considered.
The salary range for this position is $100,000 – $120,000 DOQ, along with a competitive benefits package.
