Description
Located in central Kaufman County, one of the country's fasted growing areas, Talty can be found along I-20. It shares city limit or ETJ connections with Forney, Mesquite, Terrell and Crandall. We are seeking someone to fill a position held by a city secretary retiring after serving the City for over 20 years. EOE
Duties includes performing or assisting with the following:
Managing city financial matters and payments.
Serve as primary contact and coordinator for building and development matters- permits, inspections,
registrations, rezoning, variances, compliance, etc.
Process and submit payroll to service provider and maintain accurate payroll records.
Manage employee benefits programs- TMRS, medical insurance stipend, optional insurance programs.
Assist with employee onboarding, policy updates, and compliance with employment laws.
Maintain confidential personnel files and ensure all HR documentation is up to date.
Serve as custodian/manager of records and respond to requests for records under state and federal
statutes.
Preparation and posting of meeting agendas in accordance with the Texas Open Meetings Act
(OMA).
Attend and record minutes for meetings and special called meetings.
Track and maintain records of council or board actions, votes, and ordinances.
Coordinate the publication and codification of city ordinances.
Accept and process candidate filings/election materials and coordinate with the county election staff
when applicable.
Administer oaths of office and affirmations.
Maintain and use the official city seal; certify official documents and actions.
Ensure compliance with state laws affecting municipal governance.
Serve as the public information officer or liaison for public information requests.
Respond to citizen inquiries and serve as a neutral liaison between the public and city officials.
Maintain current rosters of city boards, commissions, and committees.
Coordinate and proofread notices and agenda postings.
Provide guidance to management on HR policies and personnel matters.
Support city administration with policy research and project coordination.
Experience and Education Requirements
High School diploma or G.E.D.
Associate's or Bachelor’s Degree in related field and/or equivalent combination of education,
experience, certifications, and/or licenses sufficient to successfully perform the essential functions of
the job highly preferred.
Valid Texas Drivers License, Class C with an acceptable driving record.
Special Knowledge/Skills Requirements:
Experience in municipal government, city secretary duties or payroll is highly desirable.
Proficiency operating office equipment and business operations management software, such as
Microsoft Office Word, Excel, Outlook and QuickBooks.
Ability to independently conduct problem analysis, problem-solving, and decision-making.
Ability to understand and follow detailed written or verbal instructions.
Ability to communicate effectively with others and independently prioritize, track and managing
multiple projects, assignments, and duties to comply with statutory deadlines with strong attention to
detail.
Notary Public or the ability quickly become one.
Ability to handle confidential information with discretion and professionalism.
Customer service skills to handle customer complaints and inquiries.
Additional Notes:
Office environment involving typical, moderate physical requirements. Occasional lifting and carrying
items appr. 25 pounds.
