Description
Under general supervision of the City Manager, the City Secretary performs a broad range of highly complex clerical, technical, and administrative duties as outlined in the City Charter. This position provides advanced administrative support to the City Manager, Mayor and City Council. Responsibilities include coordinating assigned activities with other City departments and external agencies; administering City elections; overseeing the City’s records management program; serving as the Records Management Officer; maintaining records for all boards, commissions, and committees. This highly visible role involves frequent interaction with the public, often on sensitive or confidential matters, requiring the City Secretary to demonstrate a high degree of initiative, sound judgement, and discretion. Salary range, $63,500-$70,000, depending on experience and qualifications.
Knowledge, Skills, and Abilities:
Knowledge of Federal, State, and Local Government laws, code ordinances and regulations and other statues of the State of Texas.
Knowledge of laws, policies, and procedures related to processing official publication of notices and ordinances.
Knowledge of the Texas Open Meetings Act and Public Information Act.
Knowledge of integrated communications and use in community relations and community engagement.
Skill at the intermediate level with Microsoft Office and other software systems necessary to complete work.
Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.
Ability to maintain strong interpersonal relationships with internal and external stakeholders.
Ability to perform under stress when confronted with high priority situations and distractions
Ability to perform tasks, often changing tasks quickly without loss of efficiency and composure.
Ability to communication effectively, both oral and written forms, in a variety of circumstances using appropriate tone and appearance for the situation, and to listen intently to other points of view.
Ability to perform all job duties in a manner that is consistent with the City of Luling’s core values.

Essential Duties and Responsibilities, included but not limited to:
Administer the preparation, publishing, posting, and distribution of City Council and City Commission and Board agendas and agenda packets within the guidelines of the Open Meetings Act.
Attend meetings of the City Council and City Commissions and Boards and prepare official minutes.
Prepare ordinances, resolutions, proclamations, reports, and memoranda for agenda items; attest to, publish, and/or post ordinances and resolutions in accordance with law.
Maintain current and past legislative history of City Council actions, including ordinances, resolutions, contracts, deeds, and other city records; index City Council minutes and code ordinances, retain minutes and recordings of all meetings of City Council and City Commissions and Boards, provide research and reference services to the City Manager, city staff, and the public.
Design, administer, and implement a city Records and Information Management Program; administer and coordinate the records management program to include document imaging, record retention, and record management systems.
Adhere to Record Retention Schedule of the state.
Maintain the City Municipal Code and provide for its updates, subscriptions, and distribution of supplements.
Execute official City documents, attest and/or acknowledge signer of legal documents, administer oaths and affirmations, and maintain the custody of the official seal.
Coordinate the collection, recording, and processes of documents related to annexations, and file results in accordance with state and federal requirements.
Administer all municipal elections in accordance with state law.
Ensure web presence on the City’s website for all City activities including but not limited to schedule of meetings, agendas, and meeting minutes.
Presents issues and recommendations on major issues requiring policy direction to appropriate advisory bodies and to the council.
Responsible for completing all Public Information Request/Freedom of Information Requests within legal statutory guidelines
Keeps informed of new trends, developments, laws, and regulations impacting the activities of the City Secretary.

Working Conditions/Physical Requirements:
Tools/Equipment Used: Standard office equipment, including computer, scanner, copier, printer, postage machine.
Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Lifting no more than 10 pounds.
Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
Travel: Travels to City of Luling buildings and professional meetings as required.
Attendance: Regular and punctual attendance at the worksite is required for this position. Require attendance and setup for all City Council and/or Board and Commission meetings. Must be able to work after normal business hours, evening meetings, and weekends, as needed.

Requirements
Experience:
A minimum of two (2) years direct experience working within a city secretary’s office.
A minimum of two (2) years of increasingly responsible experience in local government-related activities, with specific experience in legislative agenda management, public records management, Public Information Act requests or related activities.
Minimum Qualifications:
Notary Public in the State of Texas
Texas Registered Municipal Clerk certification or immediate enrollment in the required training program with regular measurable progress resulting in the attainment of the TRMC certification within three (3) years of being hired.
Certified Municipal Clerk (CMC) certification preferred
Must have valid Texas Driver’s license and safe driving record.
Must pass a pre-employment screening, background check and employment eligibility verifications.
