DEFINITION:
The purpose of this position is to investigate, address and enforce City ordinances and protect the health and safety of the City's citizens. This is accomplished by conducting physical inspections, identifying and responding to complaints of code/animal violations and facilitating and investigating illegal dumping and tampering of water services. Other duties may include public education activities, assisting the general public, providing administrative support and interfacing with other City employees and citizens. This position does not provide direction to other employees.
Requirements
FUNCTIONS AND DUTIES
- Enforces City codes and ordinances for sign, zoning, property maintenance, and nuisances by conducting inspections, investigating violations, taking photographs, removing illegal signs, issuing notices and citations and conducting follow-up investigations.
- Responds to complaints about code violations by notifying and informing establishments of violations to City ordinances, conducting inspections, issuing citations and ensuring establishments meet Federal and State codes.
- Investigates violations of illegal dumping and tampering of water services by investigating illegal water connections and reports of illegal dumping, photographing violations, gathering evidence for court cases, issuing citations, testifying in court and coordinating the removal and disposal of illegal and/or hazardous material and debris.
- Investigates animal welfare cases in conjunction with the Police Department, responds to loose dog complaints and other animal related issues.
- Assists the general public by answering the telephone, responding to inquiries and providing information on departmental and City policies and procedures. Attends neighborhood meetings and conducts public education activities.
- Provides various form of administrative service by writing notices and citations, generating reports, maintaining files and records, preparing memos and correspondence, inputting case information into a database, researching legal information and reviewing incoming mail.
- Other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Applicable Federal, State, local laws, codes, regulations and/or ordinances pertaining to the performance of the job functions of animal control, code enforcement and health inspections
- Operational characteristics, services, and activities of a code enforcement program
- Principles, practices, methods, and techniques of code enforcement
- Basic inspection principles, practices, and procedures
- Business letter writing and essential report preparation
- Safely handle animals, including those with unknown health and temperament
- Work with frequent interruptions and changes in priorities
- Establish and maintain effective communications and working relationships with other City employees and members of the public
- Safely and effectively prepare lab specimens
- Make decisions during an emergency and unusual circumstances
- Identify and respond to compliance violations and safety concerns
- Determine severity of compliance violations
- Prepare and issue notices, citations, or warnings
- Prepare and maintain data, records, files, logs, and reports
- Coordinate with other departments and organizations
- Utilize modern office technology and equipment effectively
DESIRED EDUCATION, TRAINING AND EXPERIENCE
- Must possess a high school diploma or equivalency
- Must meet the minimum requirements for State licensure within a year
- No experience required, however candidates with experience in both fields will have the highest preference, and candidates with experience in one field being given preference
- Must possess at the time of employment and continuously throughout employment a valid Texas driver’s license
- Possession of, or ability to obtain within one year of appointment, certification as a Code Enforcement Officer issued by TDLR and Basic Animal Services Officer or ability to obtain within 1 year of hire
- No Certifications required however the Highest Preference is for any candidate dual certified. Preference is also given to any candidate who is a licensed Code Enforcement Officer with TDLR or has completed Basic Animal Services Officer course and exam.
ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS
- Office and patrol environment.
- Work involves driving a city vehicle with periods of walking, climbing stairs, running, standing, stooping, climbing, bending, and kneeling.
- Work in inclement weather conditions; exposure to dust, bodily fluids, communicable diseases, and noise.
- May be exposed to toxic chemicals or fumes or possible explosions.
- Exposure to stressful and dangerous situations.
- Risk of injury due to exposure to animals, people, and situations.
- Lifting at times 50 plus pounds and investigation in confined areas.
- This position is mainly a Monday through Thursday (10 hours shifts) position potentially with some flexibility of start/end times. The City may require this position to occasionally work during a special event on the weekend or evening time outside of normal operating hours.
- Some potential for overtime situations, but not common.
