JOB SUMMARY
An individual in this position is responsible for and reviews proposed non-residential construction documents, permit applications and building plans for compliance with building, zoning and construction codes and municipal regulations. May also do reviews of residential projects as workload requires.
ESSENTIAL JOB FUNCTIONS:
- Examines residential, non-residential and commercial plans and building permits for compliance with building, electrical, mechanical, and plumbing codes, access requirements, and zoning ordinances; reviews work for conformance with legal requirements and safety standards.
- Applies and explains codes and regulations; resolves problems that arise due to code or structural design issues, and notes corrections required for plans to conform to regulations.
- Provides customer service; answers questions and concerns regarding plans and permit issues and requirements, and building and construction policies, procedures, and standards.
- Consults with architects, engineers, designers, developers, contractors, and homeowners to explain codes and regulations.
- Maintains permit log, files, and records management program; maintains records and files associated with plan review process, problems and permits; prepares periodic reports and conducts surveys as required.
- Assists department leadership staff as needed; researches issues, and provides data on permit and plan issues and related subjects.
- Responds to requests for information; provides technical information to the City of Texas City staff as authorized; provides assistance to the public within scope of authority; provides assistance, technical guidance and training to the City of Texas City staff on technical issues and statutory requirements.
- Makes field inspections of construction projects as needed to assist in determining compliance with City of Texas City codes.
- Performs other duties as assigned.
Requirements
MINIMUM REQUIREMENTS TO PERFORM WORK:
- High School diploma or equivalent;
- Four (4) years of experience in performing commercial, industrial and/or residential plan reviews preferably in a municipal environment, at least One (1) year of experience must be documented as complex commercial plan reviews under supervision of licensed engineer or code professional.
- Or equivalent training, education, and/or experience.
- Non-residential and commercial plan review experience with a licensed professional is essential.
- Structural review experience is preferred.
- Must have or be able to obtain International Code Council (ICC) certification as a Commercial Building Plans Examiner within one (1) year of hire date; may be required to obtain additional technical certifications.
- Valid Texas driver’s license with acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the practices and principals of municipal government, public relations methods and techniques, and effective communication practices.
- Knowledge of the City of Texas City organization, operations, policies, and procedures.
- Knowledge of principles and practices of building inspection and plan review.
- Knowledge of building construction methods, materials, and design standards.
- Knowledge of Federal, State and regional building, plumbing, electrical, mechanical and accessibility codes.
- Knowledge of applicable laws, standards and regulations relating to building inspection and safety.
- Knowledge of municipal planning, zoning, and building codes and ordinances.
- Knowledge of principles of record keeping and records management.
- Skill in reading building plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers, and the general public.
- Skill in reading, understanding, and applying building standards and procedures, applicable Federal and State rules and regulations, and the City of Texas City policies and procedures.
- Skill in reading drawings, plans and specifications.
- Skill in establishing and maintaining cooperative working relationships with employees and the public.
- Skill in operating a personal computer utilizing a variety of business software.
- Skill in effective communication, both verbal and written.
- Skill in effective communication, both orally and in writing.
- Skill in the use of computers and software applications related to the essential functions of the job.
- Skill in effective time management and resource utilization.
- Ability to work independently with minimal supervision.
- Ability to research, compile and summarize a variety of information and statistical data.
- Ability to work effectively with all levels of employees, management, and citizens.
PHYSICAL DEMANDS:
The work is sedentary to light work which requires exerting up to 40 pounds of force occasionally and/or negligible amount of force frequently or constantly. Additionally, the following physical abilities are required: Must be able to lift 40 pounds. Must be able to sit for extended periods of time entering data into computer. Must be able to work indoors and outdoors in extreme temperatures including heat, cold, temperature swings and inclement weather. Must drive safely between inspections sites.
WORK ENVIRONMENT:
Work is performed in an outdoor environment with some tasks taking place indoors. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
