- Culture & Organizational Development Officer
Description
Responsible for shaping, sustaining, and improving the work environment by designing culture and engagement-focused solutions that align with our core values and supporting strategic business outcomes. Partner with City of Denton leaders across the organization, to include the Chief Strategy Officer, to establish, execute, and sustain initiatives that foster growth for employees at all levels throughout the City.

DUTIES
- Develop and execute comprehensive organizational development and culture strategies, including but not limited to, leading change management initiatives, engaging leaders in translating business goals into realistic practices rooted in the organization’s culture, overseeing staff and leadership development, and collaborating with internal and external stakeholders to ensure training needs.
- Serve as an advisor to leaders and staff by offering consultative services in the following areas: change management, leadership development (including coaching, assessments, and development planning), performance excellence (covering performance management, succession planning, employee engagement, and team effectiveness), organizational design, workforce strategy, and cultural transformation.
- Partner with City leadership to align organizational culture with strategic goals, mission, and core values.
- Establish, monitor, and analyze key performance indicators (KPIs) and the effectiveness of initiatives and training programs through metrics and feedback; cascade performance measures and collaborate with leadership to assess performance from the organizational, department and individual level to make necessary adjustments to improve outcomes.
- Lead City-wide culture, employee engagement, and inclusion initiatives designed to enhance retention, employee experience, and organizational effectiveness.
- Develop initiatives that improve workplace morale and connection, such as team building and recognition programs.
- Own the City of Denton performance management framework to drive clarity of goals, accountability, and measurable outcomes, including but not limited to, form design and content, education, and review of written documents; evaluate effectiveness and provide recommendations for program adjustments, as needed.
- Collaborate with internal stakeholders on succession planning and management education to improve efficiencies, retain talent, and prepare the organization and/or department for attrition.
- Ensure a high level of employee satisfaction from the start of employment with a robust, engaging, and value-added new hire experience.
- Oversee the design and delivery of training programs, including leadership development, supervisor training, talent management, performance management, and employee engagement that empower employees and fosters growth.
- Coordinate organizational development and training programs and services that foster an inclusive, equitable, and diverse environment, encourages, and values the contributions and perspectives of all City of Denton employees.
- Serve as subject matter expert and liaison to internal stakeholders with respect to organizational development (OD) initiatives.
- Design and conduct annual organizational surveys and climate assessments; summarize findings and provide recommendations for improvement.
- Develop, revise, and make recommendations for Human Resources policy improvement, as needed.
- Monitor developments and best practices affecting organizational development, leadership development, and employee engagement.
- Presents findings and strategic recommendations to executive leadership, commissions, and City Council, as appropriate.
SUPERVISORY/BUDGET RESPONSIBLITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

WORKING CONDITIONS/PHYSICAL REQUIRMENTS

- Tools/Equipment Used: Standard office equipment, including computer, peripherals, and audio-visual equipment.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office and/or classroom setting; occasionally requires irregular and/or prolonged hours.
- Travel: Travel to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed. Must attend regularly scheduled and special meetings.
- Mental Demands: Maintain composure and sound judgement in high-demand, fast-paced environment with frequent interruptions.

Requirements
EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Human Resources, Organizational Development, Education, Talent Management, or related field; and,
- Five (5) years of progressively responsible experience in human resources, organizational development, talent management, or related field; and,
- Three (3) years’ experience in a management or supervisory capacity,

- Any combination of related education and experience will result in a candidate successfully performing the essential functions of the job.

- Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
- Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.
