GENERAL PURPOSE:
The Deputy City Planner’s primary function is to interpret and administer the City of Huntsville’s Development Code in accordance with the Huntsville Comprehensive Plan. The City Planner is responsible for overseeing all development review functions and related code administration. The Deputy City Planner is also overseeing operational duties to promote and advance Huntsville Municipal Airport.
PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Interprets and administers City policies and procedures, state and local laws, rules and regulations affecting development, principles of urban planning, community development, land use and permitting, City land use and development regulations and zoning codes, principles of record keeping and records management, and Economic Development.
Administratively approves design, modification/waiver, and subdivision requests as appropriate.
Approves or makes recommendations on development proposals, plats, and site plans for conformance with codes, plans, and local and state regulations.
Makes recommendations on the evaluation of rezoning, ordinance amendments, conditional use permits, variances, annexation, and other proposals, including report writing on the findings.
Oversees the processing of applications for zoning, subdivision, development, annexations, and related processes and the development of cases in conjunction with those requests.
Analyzes and responds to the development of related projects.
Provides information to the public regarding development regulations.
Services as Secretary to the board of Adjustment and Planning Commission.
Requires regular attendance at after-hours Board of Adjustment, Planning Commission, and Airport Advisory Board meetings.
Oversee the maintenance of minutes, agendas, and reports for the Board of Adjustment and Planning Commission.
Trains, supervises, develops, and integrates other City personnel regarding the correct application of the City’s Development Code.
Updates the City’s Development Code, Comprehensive Plan, and various adopted plans.
Responsible for coordinating all planning and development activities of the airport, including airport growth and general aviation development.
Provide strategic and tactical planning, review and make recommendations on development, and evaluate infrastructure requirements.
Initiate and lead activities at the airport that include facilitating implementation of the airport master plan; working with other divisions, outside agencies, and the public to provide professional assistance; and coordinating development within the FAA guidelines.
Responsible for leading the general administrative, operations/maintenance, and fiscal aspects of the Huntsville Municipal Airport
Requirements
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Urban Planning, Geography or other related studies required.
Master’s degree in Urban and Regional Planning, preferred.
AICP certification required or a minimum of five (5) years’ experience in municipal planning and development-related activities required.
Minimum of two (2) years supervisory experience required.
Knowledge of practices and methods of aviation management.
Required Licenses or Certifications:
A valid Texas Driver’s License and acceptable driving record.

Ability to read, comprehend, and retain City and State policies and legislation, i.e., City ordinances, policy, and procedure manuals.

Ability to use office equipment, such as copy machines, typewriters, computers, fax machines, etc.
Ability to organize, prioritize, and carry out office work with minimal supervision.

Ability to calculate basic mathematical calculations (add, subtract, multiply and divide in all units of measure, whole numbers, common fractions and decimals).

Physical Environment
The duties of this job include physical activities such as climbing, reaching, standing, walking, pushing, pulling, lifting, talking, hearing/listening, seeing/observing, and repetitive motions.
May require occasionally lifting objectives weighing 50 lbs.
Specific vision abilities required by this job include close, distance, and peripheral vision; depth perception, and the ability to adjust focus.
Work Environment
Job is performed in an office environment as well as visits to the airport.
Time pressure (frequent rush jobs, urgent deadlines, etc.).

Repetitive activities (performance of the same physically demanding activity).
Unpleasant social situations (necessity of dealing with irate or disturbed individuals).
May be exposed to improper illumination (glare, inadequate lighting, etc.)
