POSITION SUMMARY
The City of Keene, Texas is seeking a highly motivated and detail-oriented Development Services Coordinator to join our team. This position serves as the main point of contact for all development-related activities within the city and plays a key role in ensuring that Keene’s growth is well-planned, compliant, and consistent with community values. The Development Services Coordinator assists with planning, zoning, permitting, inspections, and code enforcement functions, while providing excellent customer service to residents, contractors, and developers. This position supports the City Manager, Director of Neighborhood and Development Services, and the Planning and Zoning Commission in facilitating responsible development and maintaining Keene’s small-town charm and quality of life.
ESSENTIAL JOB FUNCTIONS
- Receive, review, and process applications for building permits, zoning change requests, plats, and development plans.
- Coordinate plan reviews with Public Works, Utilities, Fire, and other departments.
- Serve as the first point of contact for residents, contractors, and developers regarding city codes, ordinances, and development processes.
- Prepare and post public notices, agendas, and packets for the Planning and Zoning Commission, Board of Adjustments, and City Council Meetings.
- Assist with the enforcement of municipal codes and zoning ordinances through coordination with Code Enforcement Officer.
- Maintain and update records, maps, and permit tracking systems for transparency and compliance.
- Review and improve development related forms, checklists, and procedures for efficiency.
- Coordinate inspections and ensure compliance with local, state and federal building codes.
- Assists with grant research data reporting and economic development initiatives.
- Provide administrative and technical support to City leadership and boards.
- Perform other duties as assigned to support city operations and community development.
- Performs other duties by researching, writing, and presenting ordinance amendments related to development regulations.
Requirements
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Texas Local Government Code, zoning and subdivision regulations/ordinances and the building permitting process.
- Strong communication and customer service skills with ability to handle complex inquiries diplomatically.
- Principles and practices of engineering, architecture and general building construction.
- Proficient in Microsoft Office Suite
- GIS or digital mapping software preferred.
- Ability to read and interpret site plans, and zoning maps.
- Strong organizational skills and the ability to mange multiple priorities in a fast-paced environment.
- Ability to maintain confidentiality and exercise sound judgement in decision-making.
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an outdoor environment with the ability to operate indoors when needed. May be exposed to extreme heat and cold during summer and winter months.
TOOLS AND EQUIPMENT USED
Standard office equipment including multi-line telephone, computer, fax machine, copier, shredder, scanner, printer, etc.
PREFERRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS
- Associate’s degree in public administration, Planning, or related field required, bachelor’s degree preferred.
- Two years of experience in municipal development services, planning, permitting, or related fields.
- Equivalent combinations of education and experience may be considered.
Must pass a pre-employment drug screen, criminal background check, MVR check.
A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record.
