DESCRIPTION:
As a key member of the Executive Management team, the Finance Director reports to and partners with the City Manager. The Finance Director assumes a strategic role in the overall management of the City and acts as an advisor to departmental directors regarding their financial plans. The Finance Director is directly responsible for accounting, finance, budget, payroll, grant management, strategic financial planning, reporting, debt and treasury management, purchasing, revenue collections, performance measurements, and internal audit. Additionally, this position oversees Information Technology, Customer Service (Utility Billing), and Accounts Payable/Payroll. Other financial related divisions or functions may be assigned to this position at a future date.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supervise and assist in the daily operations of front office including cash collections, payroll, accounts payable, and utility billing.
Supervise janitorial staff to ensure cleanliness of City owned buildings and parks.
Routinely monitor workplace for areas where growth is needed and where existing resources can be further enhanced.
Manage ongoing banking relationships for maximum efficiency.
Monitors cash flow and provides reconciliation of bank accounts.
Responsible for the management of the City’s risk management program.
Maintains diversification of city funds.
Manage the payroll function ensuring efficient systems, processes and controls.
Manage the financial system.
Oversee the continuous improvement of accounting and financial processes and the development of the team with the goal to achieve best practices and optimal output.
Develop and oversee accounting policies and procedures to meet both current and future needs.
Oversee the annual budget, independent audit and Annual Comprehensive Financial Report (ACFR) ensuring compliance with current accounting standards and legal regulations.
Prepare the financial section of the annual report.
Oversee the cash management function, including banking relationships.
Ensure the City is in compliance with Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), and the City’s Fiscal Policies Manual.
Prepare W-2’s, 941’s and 1099’s and related IRS payments.
Submit annual budget to the Government Finance Officers Association (GFOA) for evaluation and consideration for the Distinguished Budget Presentation Award.
Ensure office employees deliver the highest standard of teamwork and customer service.
Lead and coach the front office staff to maintain positive customer relations.
Provide coaching, guidance and support, set professional development plans to assist employees to reach their full potential through the performance management process.
Responsible for financial management reporting for the city.
Present reports to the City Manager, City Council, and the public concerning the financial, economic, and investment status of the City.
Lead the annual business plan development and budgeting process.
Prepare budget comparison and analysis reports.
Review quarterly budget spending status.
Requirements
QUALIFICATION REQUIREMENTS: To perform this position successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.
Knowledge:
Must have considerable knowledge of generally accepted accounting principles, municipal government recommended practices and policies, rules and regulatory requirements.
Knowledge of cash management, general accounting, financial reporting, and general ledger systems.
Knowledge and comprehension of purchasing practices in compliance with local, state and federal regulations.
Skills:
Excellent skills in leadership, mentoring, and coaching assigned employees; committing to the creation of a departmental culture built on mutual respect, trust, accountability, teamwork, and transparency.
Experience with budget preparations, controls, and legal requirements and practices.
Experience with economic development and incentives, and revenue and utility collections.
Strong negotiating skills and ability to assess complex proposals and contracts.
Excellent written and oral communication skills, including good interpersonal skills.
Proficiency in use of personal computer, with experience using Microsoft Office Suite, and accounting and financial software.
Experience with Tyler Technology ERP Pro 9 (lnCode) software preferred.
Understanding, interpreting, and application of principles, law, ordinances, policies, and procedures involved in management and administrative functions, as well as the ability to analyze data and make sound conclusions.
Abilities:
Ability to speak and deal tactfully and effectively in high pressure situations.
Ability to establish and maintain cooperative working relationships with City employees, department directors, officials, and representatives from the local, state, and federal agencies.
High level of integrity and dependability with a strong sense of urgency and results-orientation.

Capable of managing complex spreadsheets that provide end-users with data sufficient to make informed decisions.
Effective communicator with strong oral and written skills and a willingness to share information.
Education, Experience, and Certifications:
Bachelor’s degree in accounting, finance, business, or related field (Master’s degree preferred). Successful candidates should possess five (5) years of relevant experience in progressively responsible financial leadership roles.
Preferred certifications/licenses for this position: Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), and Certified Public Manager (CPM). Municipal financial management experience in a progressive and/or fast growth community.
Salary dependent upon experience.
