Description
We are seeking a Director of Operations to lead assignments and activities for the overall maintenance and operations of the City of Lakeside City, the public water system, public and on-site sewer facilities, parks, streets, etc., as well as assets to optimize the City's core functions. In this pivotal role, you will drive operational excellence, oversee day-to-day field operations activities, and craft innovative strategies that propel growth and efficiency. Works directly alongside City Administrator.
Essential Job Functions
Supervises staff, programs, and/or services which may include: prioritizing and assigning work; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe work environment.
Assist in development and implementation of short and long-term strategic planning processes and coordinates divisional efforts related to assigned area of responsibility.
Participates in the development of services, programs, policies and procedures in assigned area of responsibility.
Ensures compliance with applicable Federal, State and Local laws, rules, regulations, and policies.
Lead, motivate, and manage cross-functional team members to achieve high performance standards and foster a collaborative work environment
Serves as liaison between the City of Lakeside City and residents when reporting to properties with maintenance issues.
Prepares, reviews, interprets , and analyzes a variety of information, data, and reports and makes recommendations to the City Administrator.
Monitors and maintains division inventory and orders required supplies, materials, and equipment to ensure efficient operations.
Assists in developing and administering the Public Works Division budget and approves expenditures within efficient guidelines.
Attend training, meetings, and City activities and functions that maty be outside of normal City operating hours.
Be available for "on-call" duty as assigned.
Performs other duties as assigned.
POSITION SPECIFIC JOB FUNCTIONS
CITY ASSET MAINTENANCE
Maintains all City owned assets, including but not limited to, vehicles, equipment, property, and tools, to the best of their working ability through care, service and maintenance according to owner’s manuals or recommended procedures.
PUBLIC WORKS
Performs activities relate to the repair, maintenance, and construction of City infrastructure regarding streets, drainage, and traffic operations.
Performs activities related to water quality/production, water distribution, meter reading and repair, wastewater collection, and waterline/concrete replacement centers.
Must be able to obtain the Agricultural Certification for application of chemicals for vector and/or insecticide control.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of applicable theories and principles related to area of assignment;
Knowledge of public relations principles;
Knowledge of basic mechanical principles relating to vehicle, equipment, and tool maintenance and use;
Knowledge of basic plumbing requirements and practices;
Knowledge of basic electrical requirements and practices;
Skilled in prioritizing work;
Skilled in preparing reports;
Skilled in adapting to changing environments;
Skilled in recognizing problems, identifying alternative solutions, and making appropriate repairs;
Skilled in coordinating and executing multiple tasks;
Skilled in prioritizing, organizing and managing multiple simultaneous tasks and projects;
Skilled in reading, interpreting, applying, and explaining laws, codes, ordinances, rules, regulations, policies and procedures;
Skilled in preparing clear and concise reports, including oral and written;
Skilled in maintaining sensitive and confidential information;
Skilled in operating computer and related software;
Skilled in communicating effectively with a variety of individuals;
Skilled in pulling a single or dual axle trailer.
MINIMUM QUALIFICATIONS
Licenses or Certifications relative to job description or the ability to obtain them within specified time frame according to class availability.
Valid Class C driver’s license.
Progressively responsible Utility experience, including supervisory experience.
TCEQ C Water and Wastewater Certification.
Texas Commission on Environmental Quality Class C Water Distribution.
Texas Commission on Environmental Quality Class II Wastewater Collection License or higher.
Texas Commission on Environmental Quality Customer Service Inspection Licenses.
Vector Control certification.
WORKING CONDITIONS
Frequent reaching, kneeling, twisting, bending, and manual dexterity.
Occasional lifting and carrying up to 50 pounds and/or heavy objects.
Must be able to effectively communicate verbally and in writing.
Work will typically be done in an outdoor environment with potential exposure to adverse weather conditions.
Depending on area of assignment, work may include and indoor environment.
Depending on area of assignment, may occasionally be exposed to risk of electrical shock, vibration, fumes, and/or airborne particles.
CONDITIONS OF EMPLOYMENT
Must pass pre-employment drug screen.
Must not have criminal convictions which are job-related.
Must have an acceptable driving record.
