Description
Under general administrative direction, is responsible for overseeing the activities and operations of the Public Works Department including the management of the Streets Division, Water/Wastewater Division, Parks Division and Building Maintenance Division. Coordinates assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to City Administration. Exercises direct supervision over supervisory, professional, technical, and clerical staff.
Requirements
1. Assumes full management responsibility for all department services and activities, including general management of the Streets Division, Water/Wastewater Division, Parks Division and Building Maintenance Division; and
2. Recommends and administers policies and procedures.
3. The ability to plan, organize, control and direct diverse water and wastewater programs. Significant knowledge and understanding of the principles, theories, and practices of engineering, as applied to water production/distribution and wastewater treatment/collection.
4. Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service, and staffing levels; and allocates resources accordingly.
5. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement and directs the implementation of changes.
6. Acts as official departmental representative to other City departments, City Operations Director, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues.
7. With approval of City Operations Director, selects motivates, and annually evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers discipline, following established City procedures. Ensures all departmental employees possess all current required state licenses and certifications in good standing.
8. Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
9. Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of authorized expenditures.
10. Coordinates departmental activities with those of other departments and outside agencies and organizations; provides staff assistance to the mayor , and City Council; and prepares and presents staff reports and other necessary communications.
11. Responds to and resolves sensitive inquiries and complaints from both internal and external sources regarding departmental matters; reports employment complaints as provided by the City’s Employee Handbook.
12. Attends City Council meetings and takes necessary action regarding Council agenda items.
13. Provides support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of public works.
14. Meets with third-party engineers and contractors to resolve problems and discuss progress on contracted work.
15. Plans, schedules and coordinates street construction, reconstruction, maintenance, and repair including curbs and gutters and sidewalks, all city right of way ensuring all are ADA-compliant.
16. Assists in determining needs for materials, equipment, and personnel.
17. Performs related duties and fulfills responsibilities, as required.
