Description
PURPOSE OF THE JOB
To manage and oversee the financial operations of the City by supervising staff, developing financial policies, and ensuring compliance with Generally Accepted Accounting Principles (GAAP) and applicable laws.
To provide strategic financial guidance and leadership, aligning departmental goals with the City’s objectives.
To prepare and manage the City’s budget, analyze financial data, and provide recommendations to optimize resources and achieve fiscal sustainability.
WORK PERFORMED
Strategic Financial Planning:
o Develop and implements financial strategies to meet the City’s short-term and long-term objectives.
o Assists in the development of financial goals and priorities with City management and Council.
o Provides financial oversight and analysis related to Tax Increment Reinvestment Zones (TIRZs) and Municipal Utility Districts (MUDs), including tracking, forecasting, and reconciliation of rebates and reimbursements associated with these entities.
Budgeting and Forecasting:
o Leads the preparation of the City’s annual budget, working with department heads to ensure accuracy and completeness.
o Monitors budget performance and prepare variance analyses.
o Provides revenue and expenditure forecasting to inform decision-making.
Supervision and Team Leadership:
o Supervises and mentors Accountants, and other finance staff.
o Reviews and approves journal entries, reconciliations, and financial reports prepared by staff.
o Conducts regular staff performance evaluations and provides training opportunities.
Financial Reporting and Compliance:
o Prepare monthly, quarterly, and annual financial reports, including presentations for City Council meetings.
o Ensures compliance with federal, state, and local regulations, as well as grant requirements.
o Coordinates the annual audit process, including the preparation of required schedules and communication with external auditors.
Accounting Operations Oversight:
o Oversees accounts payable, accounts receivable, payroll, and general ledger functions to ensure accuracy and timeliness.
o Reviews and approves reconciliations of bank accounts, tax collections, and investment accounts.
Policy Development and Implementation:
o Develop and update financial policies and procedures to improve efficiency and internal controls.
o Implement systems and tools to enhance financial management capabilities.
Advisory Role:
o Provides financial guidance and recommendations to the City Manager and Council to support effective decision-making.
o Analyzes financial trends and risks, presenting findings to stakeholders.
Emergency Preparedness:
o Acts as a financial resource during emergency operations, ensuring the City’s financial resilience.
Other Duties:
o Performs additional tasks assigned.
ESSENTIAL KNOWLEDGE AND SKILLS
Comprehensive knowledge of governmental accounting principles, budgeting, and financial reporting.
Proficiency in financial software and advanced MS Excel skills.
Strong leadership, communication, and analytical abilities.
Ability to interpret complex financial data and provide clear recommendations.
Knowledge of applicable laws and regulations affecting municipal finance.
EDUCATION AND ABILITIES
Bachelor’s degree in finance, accounting, or related field required; master’s degree or CPA designation preferred.
Five to seven years of progressive experience in governmental accounting or finance, including at least two years in a supervisory role.
Experience with financial audits, grant management, and strategic financial planning.
Ability to communicate effectively both orally and in writing
Ability to remain focused, with attention to detail, in a stressful environment.
Ability to work with minimal supervision.
Ability to make decisions based on policy, procedures and past experience.
WORKING CONDITIONS – GENERAL
Routine office environment with exposure to noise, heat, and cold.
Environment is an “open area.”
Physical effort primarily includes sitting and using a computer for extended periods.
Stress may result from meeting deadlines, budget preparation, and audit processes.
SCHEDULED WORKING HOURS
Full-time workweek is 40 hours. Hours of work to be assigned by Supervisor.
Attendance is an essential function of this position. Must report to work as scheduled and in a timely manner.
Position occasionally requires an extended work week.
Position may require 24-hour availability during emergency conditions.
Requirements
