- Serves as the City Treasurer.
- Maintains, balances, and accounts for all city financial transactions in an ethical and transparent manner.
- Manages the utility billing program to achieve high levels of customer service; monitors utility revenues; periodically works with staff and consultants in conducting utility rate studies; oversees cash receipts for utility, parks, permitting, and other miscellaneous payments.
- Directs and participates in developing findings, alternatives, and recommendations involving complex revenue and financial management issues.
- Supervises and participates in the development of periodic financial reports to the City Manager, City Council, City departments, and other governmental and regulatory bodies.
- Consults with and advises departments concerning budgetary and financial issues and problems; assists in the review and analysis of revenue estimates, expenditures, and fund conditions.
- Works with independent auditors in conducting their annual audit of the City; monitors and participates in resolving audit issues; reviews drafts for accuracy; follows up, and reports on implementation of auditor findings.
- Plans and evaluates the performance of supervisors and staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; provides compensation and provides other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City's personnel policies.
- Provides leadership and works with staff to develop and retain highly competent, customer service-oriented staff through selection, compensation, training, and day-to-day management practices that support the City's mission and values.
- Performs cash management analyses and makes investments of City funds; ensures compliance of investment activities with policy requirements; monitors and evaluates investment performance; stays abreast of law and regulations governing municipal financing and capital financing strategies; monitors current debt payments and ensures compliance with reporting requirements; evaluates alternatives for financing or refinancing of debt; works with financial advisors and bond counsel as required for the issuance of Council-approved bonds.
- Provides professional assistance to the City Manager and City Council on finance and related matters.
- Prepares long-range revenue projections and expenditure forecasts; analyzes proposals for capital and operating programs.
- Attends Council and committee meetings regarding current and potential agendas, projects, and goals.
- Performs other related duties as assigned by the City Manager.
- Directly supervises one customer service representative and an administrative assistant.
Requirements
EDUCATION & EXPERIENCE
- Bachelor’s degree in accounting, finance, business, public administration, or related field.
- Five years of progressively responsible professional-level experience in finance and accounting functions, two years of experience with a CPA or Master’s degree in accounting, finance, business, public administration, or related field, or any combination of experience and training providing the required knowledge, skills, and abilities.
- Public sector experience is important, but those with only private sector experience are still encouraged to apply.
- Possession of or ability to readily obtain a valid class “C” driver's license issued by the State of Texas.
LANGUAGE/MATH/REASONING ABILITY
- Strong accounting and financial management skills along with the ability to provide strategic guidance to the City Manager and to City Council.
- A passion for public service and a demonstrated ability to work effectively in a fast-paced environment.
- Ability to effectively communicate, both verbally and in writing, complex financial concepts and strategies in a manner that can be readily understood by individuals with little background in municipal finance.

- A forward-looking perspective, constantly scanning the horizon to anticipate future problems while formulating potential solutions.

COMPETENCIES
- Knowledge of and familiarity with GASB, GAAP, and GFOA accounting standards and requirements.
- Knowledge of principles and practices of general, fund, and governmental accounting including financial statement preparation and methods of financial control and reporting.
- Knowledge of principles and practices of cost and fixed asset accounting.
- Knowledge of internal control and audit principles and practices.
- Knowledge of principles and practices of municipal budgeting.
- Knowledge of processes related to accounts receivable, accounts payable, bank reconciliation, payroll, general ledger, cash management, utility billing, and budgetary and accounting control.
- Knowledge and ability to complete complex financial analysis.
- Knowledge of practices and methods of public agency financing; principles, practices, laws and regulations governing the investment and management of public funds.
WORKING ENVIRONMENT
- Primarily indoor, air-conditioned environment in an office setting.
- While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person, in meetings and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. The employee is frequently required to walk and stand.
