- Finance Director/Financial Officer
Description
ESSENTIAL FUNCTIONS:
General Ledger:
Prepare necessary journal entries for property tax receipts, end of month transfers, etc.
Maintain necessary cash balances in accounts
Maintain detailed schedules on receivable and liability accounts
Assist with fixed asset maintenance and accounting for depreciation
Make interfund transfers as needed for property tax, capital improvements, etc.
Reconcile all bank accounts
Verify and print all financial statements
Budget:
Prepare budget calendar
Meet with City Administrator and Department Heads for budget input
Meet with Mayor and Council in meetings
Prepare final budget for Mayor and Council
Prepare all reports necessary for setting tax rate
After final budget is approved, send out memos to all employees with notifications of salary increases, etc.
Review yearly expenses and prepare budget amendments
Payroll:
Verify all hours entered into payroll system
Review payroll reports for reasonableness
Verify vacation/sick balances and update attendance calendar each pay period
Prepare check request for TMRS deductions monthly
Prepare check requests for all payroll deductions each pay period
Payroll reports and taxes
Sales Tax:
Request listing from Comptroller’s office periodically and verify City roster
Verify documents received bi-monthly that lists of all new area businesses and sales tax jurisdictions
Prepare monthly sales tax report
Disburse funds to EDC monthly
Audit:
Schedule annual financial audit
Prepare all necessary schedules and gather requested information for annual audit
Prepare all necessary journal entries for government-wide financial statement presentation
Assist audit firm during audit
Prepare necessary information and schedules for Workman’s Comp audit
Miscellaneous:
Prepare monthly statements for receivables
Prepare monthly sales tax for tax collected on garbage; file and pay
Complete miscellaneous salary and benefits surveys and insurance re-rate surveys
Assist with human resources tasks
Prepare RFP’s as required for banking, insurance, etc.
Prepare quarterly and annual investment reports for City and EDC
Prepare miscellaneous analyses as required, i.e. employee insurance costs, W/S rates, property tax, sales tax, etc.
Prepare financial reports and budget for EDC
Prepare TIF assessment billings, collect and record payments
Assure semi-annual bond payments are made prior to due dates
Work with bank in getting new check signer documents prepared when there is a change in personnel
Keep City Administrator advised on financial matters
Assure that accounting records comply to retention guidelines

Requirements
REQUIREMENTS
Required Knowledge, Skills & Abilities
- Comprehensive knowledge of Texas municipal finance, fund accounting, public budgeting, and debt administration.
- Deep operational familiarity with the Texas Local Government Code, GASB standards, and GAAP.
- Ability to analyze complex financial data and translate technical accounting concepts into practical, transparent insights for elected officials and staff.
- Uncompromising professional ethics, independence, and an exceptional eye for detail.
- Strong written and verbal communication skills, with a proven ability to establish and uphold internal controls.
MINIMUM QUALIFICATIONS
Formal Education / Knowledge
- Bachelor’s degree from an accredited college or university in Accounting, Finance, Public Administration, Business Administration, or a closely related field.
- Three (3) to five (5) years of progressively responsible experience in governmental accounting, municipal finance, or public budgeting.
- Proven experience in daily accounting execution, budget preparation, and external audit coordination.
- Proficiency with municipal financial software systems (Incode 10 experience highly preferred) and advanced spreadsheet modeling.
Preferred Qualifications
- Prior experience serving as a Finance Director or Assistant Finance Director in a Texas municipality.
- Certified Government Finance Officer (CGFO) or Certified Public Accountant (CPA) designation, or active progress toward completion.
- Direct professional experience working with Incode 10 platforms.
