Description
The City of Galena Park is seeking an experienced and highly organized Finance & Payroll Accountant to support and maintain the City’s day-to-day financial operations.
This position is responsible for accounts payable, purchasing and purchase orders, payroll administration, employee-related financial transactions, financial recordkeeping, reconciliations, and accounting support.

Location: Galena Park, Texas
Key Responsibilities:
Process and maintain accounts payable, invoices, and vendor payments
Administer purchase requests and purchase orders
Maintain purchasing records and supporting documentation
Process City payroll, including timesheets, overtime, deductions, leave, and payroll changes
Maintain employee payroll and financial records
Process new-hire payroll setup, compensation changes, and separation-related payroll transactions
Coordinate payroll-related benefits, retirement contributions, workers’ compensation reporting, and deductions
Maintain vendor records, W-9s, invoices, receipts, and payment documentation
Perform account, payroll, and general ledger reconciliations
Research and resolve accounting discrepancies
Prepare and review financial reports and supporting schedules
Assist with annual audits and financial reporting
Maintain accurate and organized financial records in accordance with applicable retention requirements
Review transactions for appropriate authorization and supporting documentation
Assist City management with budgeting, financial analysis, and internal accounting controls
Perform other related accounting and finance duties as assigned

Requirements
The successful candidate will be expected to independently manage multiple financial processes, maintain complete and accurate documentation, meet recurring deadlines, identify discrepancies, and help ensure the City’s financial transactions are properly recorded and supported.
Required Qualifications:
Active Certified Public Accountant (CPA) license in good standing
Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field
Demonstrated professional accounting experience
Experience with accounts payable, payroll, reconciliations, and financial reporting
Strong knowledge of generally accepted accounting principles
Strong proficiency with Microsoft Excel and accounting software
Ability to maintain strict confidentiality regarding employee and financial information
Excellent organizational skills and attention to detail
Preferred Qualifications:
Three or more years of professional accounting experience
Municipal, county, school district, MUD, or other governmental accounting experience
Knowledge of governmental and fund accounting
Experience with municipal purchasing and purchase-order systems
Experience administering governmental payroll
Experience with TCDRS or another public-sector retirement system
Experience assisting with governmental financial audits
