Our team is seeking a governmental accounting professional for the Financial Services Department. Using your experience, you will manage the full financial life cycle of the City’s grants from grant application to post-award accounting and financial reporting and closeout. The role provides critical support in the City's finance and budget functions, audit coordination, and financial reporting. Your work will directly impact financial recommendations given to City leadership, and safeguard City assets through effective internal control.

How to be Successful in the Role:
You will report to the Financial Reporting Manager, whose responsibilities include internal and external financial reporting, ACFR generation, audit support, contract compliance, lease and subscription accounting, capital assets and inventory, and grant management.
You will need to be a subject matter expert in grant management, accounting, monitoring, and financial reporting. You will lean heavily on your knowledge of regulations governing grant programs including 2 CFR 200. Your ability to prepare clear, accurate, compliant, and timely financial reports will be essential. Communication skills will also play a major role as you collaborate with various departments on their various active and pending grants.

Any continuing education requirements for applicable certifications are covered at the City’s cost. Membership in local, state, and/or national professional associations is encouraged.
Core Daily Responsibilities:
- Assumes management responsibility for assigned services and activities of the Finance division including grant administration, monitoring, and financial reporting.
- Manages all aspects of the City’s grant program, including pre-award research, cost-benefit analysis, proposal development, post-award administration, and closeout.
- Maintains, reconciles, and audits a variety of ledgers, reports, and accounting transactions to ensure accuracy.

Qualifications
Required Knowledge and Skills:
- Knowledge of Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Accounting Principles (GAAP) related to municipal finance administration and program development.
- Knowledge of Federal, State and Local financial policies, laws and regulations, including tax laws.
- Knowledge of accounts payable and accounts receivable, financial reporting and complex general ledger systems.
- Knowledge of computers and related equipment, hardware and software for development and tracking of payroll, accounts payable and receivable, tax preparation and journal entries.
- Knowledge of municipal audit practices and procedures.
- Knowledge of City policies and procedures.
- Skill in effective oral and written communications.
- Skill in tracking, monitoring, and reviewing reports of payroll, annual leave, long and short-term disability, worker’s compensation, health insurance plans, and other ongoing payroll expenditures.
- Skill in planning, developing, and implementing departmental procedures and objectives.
- Skill in effectively supervising and delegating duties to assigned staff.
- Skill in resolving customer complaints and concerns
Requirements
Education, Experience, and Certifications:
- Bachelor’s degree in accounting, finance or related field and five (5) years of increasingly responsible accounting experience including three (3) years of administrative and supervisory responsibility in accounting or related function or equivalent combination of education and experience.
- Preference given to individuals with governmental fund accounting experience.
- Must pass a pre-employment drug screen, criminal background check and MVR check.
- Must possess State of Texas Driver’s License.
Environmental Factors and Conditions:
- Work is performed in an office environment.
- Dedicated workspace with ergonomic chair and optional standing desk
- May be subject to extended periods of intense concentration in the review of fiscal and accounting reports.
Salary and Benefits
The salary range for the Grants Manager is from $88,594 to $137,320, with placement in the range dependent on qualifications.
