- Human Resources Specialist/Administrative Assistant
Description
The City of Luling is accepting applications for Human Resources Specialist/Administrative Assistant. Under the direct supervision of the City Manager, the HR Specialist provides HR support to the City of Luling while also assisting the City Manager and City Secretary with administrative and clerical functions. This position is responsible for day-to-day HR operations including recruitment, onboarding and offboarding, benefits administration, employee relations, and compliance with federal, state, and local employment laws. This role also provides administrative support to ensure efficient operation of City Secretary functions, including records management, meeting coordination, and public interaction. This is a full-time, non-exempt position with an hourly range of $20-$23 per hour, depending on experience.
Requirements
Education and Experience:
High School diploma or GED required.
Two (2) or more years of human resources or administrative experience, preferably in a municipal or public sector setting.
Notary Public in the State of Texas or obtain within six months.
Experience with Tyler Technologies (Incode) highly desired.
Ability to type at least 35 words per minute.
Bilingual (English and Spanish) preferred but not required.
Ability to pass background check and drug screening.
Knowledge, Skills, and Abilities
Knowledge of human resources principles, employment laws, and municipal HR practices according to policies and procedures.
Strong organizational skills with attention to detail and confidentiality.
Ability to communicate professionally and effectively with employees, elected officials, and the public.
Proficiency in Microsoft Office and Time Keeping Software.
Ability to manage multiple priorities and meet deadlines.
Key Responsibilities
Administers recruitment and hiring processes, including job postings, applicant screening, interview coordination, background checks, and onboarding.
Maintain employee personnel files and HR records in compliance with confidentiality standards.
Assists with employee relations matters, policy interpretation, and basic disciplinary documentation.
Responsible for benefits administration, including enrollments, changes, and employee inquiries.
Assists with payroll support, including leave administration and tracking (FMLA, workers’ compensation, extended medical leave), maintaining employee data, leave balances, and personnel changes.
Provide guidance on HR policies and ensure compliance with employment laws.
Assist with other clerical and administrative duties to support City Secretary operations.
