PURPOSE OF THE JOB
The Information Technology Systems Manager works under the general direction of the City Manager with minimal daily supervision:
To manage the City’s computer and Information Technology needs
To ensure the IT strategy, policies, and procedures implemented are for the most effective support of the City’s technology infrastructure
To provide leadership for delivery of various technology-related services
To plan, develop, manage, and oversee the City’s information security strategy, policy, and standards
To serve as the city’s webmaster
WORK PERFORMED
Manages IT operations and systems
Oversee all server, network, telecommunications, and security technologies
Oversees or acts as a technical guide/project manager for network/datacenter operations, server endpoint configuration, database administration, and other related technologies
Provides desktop support to City staff
Provides subject matter expertise and sets direction for enterprise-
wide information security strategies, projects, and policies
Plans, designs, and implements security measures, policies, and
procedures
Ensures that the City's IT environment is secure and complies with
city, state and federal standards
Maintain and update posts, public notices and other city communication on the website; ensure functionality, accessibility and accuracy of the website and coordinate with departments that content for website is properly displayed
Research new technology and develops business cases to support
enterprise-wide data platforms and solutions
Manages vendor relationships to maximize value to
the business.
Develop and implements technologies to
improve the performance of a business process and increase efficiency
and effectiveness
Participates with end users and management in the identification and evaluation of
information systems requirements
Develop plans for the completion of major applications
Coordinates the acquisition of approved hardware and software including the planning for migration, installation, and training
Performs other duties within areas of responsibility and ability, as assigned.
ESSENTIAL KNOWLEDGE AND SKILLS
Knowledge of pertinent federal, state and local laws, codes and regulations
Extensive knowledge of industry standard IT management frameworks, such as ITIL, and experience with implementing such frameworks within an IT department
Extensive technical knowledge of current network technologies, standards, protocols and hardware
Skilled in designing secure networks, systems, and applications architecture
Active Directory Administration – User Account Management, DNS, Group Policy, Single Sign On
Windows Server Administration - Ability to manage Microsoft Windows servers both physical and virtual. Apply patches and upgrades on a regular schedule. Configure virtual servers in a VMWare environment and regularly monitor and audit performance and resource utilization.
Microsoft Exchange/Office 365 – Ability to manage a hybrid environment between on-premises Active Directory and Microsoft 365 enterprise solution. Support and maintain Microsoft 365 service offerings including Exchange Online, Teams, Teams Voice, and SharePoint
Azure – Ability to manage and support Azure environment including virtual machines, Power/Logic Apps, Enterprise Applications, and Single Sign-On implementations
Experience supporting/optimizing web-based applications/technologies
Ability to implement new software/technology in a project management/leadership role
Ability to automate processes using scripting languages, e.g., PowerShell, Python
Familiarity with Geographic Information Systems (GIS)
Knowledge of disaster and business recovery practices
Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines
Skilled in working independently or part of a team in delivering excellent customer service
Skilled in managing projects
EDUCATION AND ABILITIES
Bachelor’s Degree from an accredited four-year college or university in Computer Science, Information Technology, or a closely related field.
Four (4) or more years of experience in information technology or a similar position preferably in a municipal government setting.
CompTIA Security+ certification (or equivalent with management approval) within 6 months of employment
ITIL Expert Certification within 24 months of employment (or other equivalent certification with management approval)
Must qualify for and maintain compliance with Criminal Justice Information Systems access requirements
Ability to communicate effectively both orally and in writing.
Ability to remain focused, with attention to detail, in a stressful or distracting environment.
Ability to work with minimal supervision.
Ability to make decisions based on policy, procedures and past experience.
WORKING CONDITIONS – GENERAL
Routine office environment with exposure to noise, heat and cold.
Physical effort is primarily sitting and eyestrain from computer usage.
Occasional lifting/installation of computer equipment.
Stress can result from operating during emergencies, supporting emergency operations, and system integrity/vulnerability threats.
SCHEDULED WORKING HOURS
Full-time workweek is 40 hours. Hours of work to be assigned by Supervisor.
Additional hours beyond the normal workweek may be required and are factored into the established salary
Attendance is an essential function of this position. Must report to work as scheduled and in a timely manner.
Position requires a standard work schedule.
Position may require 24-hour availability during emergency conditions.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus.
VISION: Has distant visual acuity of at least 20/40 (Snellen) in each eye without corrective lenses or visual acuity separately corrected to 20/40 (Snellen) or better with corrective lenses, distant binocular acuity of at least 20/40 (Snellen) in both eyes with or without corrective lenses, fields of at least 70 degrees in the horizontal Meridian in each eye, and the ability to recognize the colors of traffic devices showing the standard red, green and yellow.
HEARING: First perceived a forced whispered voice in the better ear at not less than 5 feet with or without the use of a hearing aid or, if tested by use of an audiometric device, does not have an average hearing loss in the better ear greater than 40 decibels at 500Hz, 1, 000Hz and 2,000Hz with or without a hearing aid when audiometric device is calibrated to American National Standard Z24.5 – 1951.
