GENERAL SUMMARY
Salary: Depending on qualifications
This position is expected to assist with the development of strategic financial plans for the City and make recommendations to the City’s Management Team regarding budget policy, development, and implementation. Manages day-to-day operations of the Budget Division, coordinates budget activities among other departments and provides highly responsible and complex administrative support to the Finance Director.
SUPERVISION
General direction is provided by the Assistant Director of Finance. Responsible for supervision of the Senior Budget Analyst and Budget Analyst.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures for the Budget Division; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Assistant Finance Director; implement improvements.
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
- Plan, direct, coordinate and review the work of assigned division staff; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
- Manage and participate in the development and administration of the annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary; administer the approved budget.
- Assist in development and implementation of financial and accounting systems and procedures as related to the Budget Division; recommend changes when appropriate.
- Coordinate the records retention program for the Budget Division according to federal, state and local laws and City policy.
- Prepare footnote disclosures, audit confirmations and client-prepared schedules needed in preparation of the City's annual financial report and independent audit as related to the Budget Division.
- Manage the overall budget process for the City.
- Review annual departmental budget requests with Budget Review Team.
- Compile and distribute departmental salary projections.
- Manage printing and publishing of the annual budget document.
- Manage review of contract payments related to capital projects.
- Coordinate all project activity with departments throughout the City including setting up new projects, maintaining projects, reviewing project budgets, closing projects and reporting on projects as needed.
- Analyze and develop revenue projections in accordance with Management and the City’s Fiscal and Budgetary Policy and provide detailed analysis of various revenue streams as requested.
- Coordinate and submit the budget document that meets the standards set by the GFOA Distinguished Budget Awards program.
- Work with Departments on development of budget estimates for personnel, benefits, and Internal Cost Allocations for Internal Service Funds.
- Work with the Accounting Department in preparing monthly financial reports and portions of the Annual Comprehensive Financial Report (ACFR) as requested.
OTHER DUTIES AND RESPONSIBILITIES
- Coordinate a fiscally responsible Capital Improvement Program.
- Coordinate with departments to develop schedules and instruments to facilitate departmental budget preparation and serve as liaison to Management team.
- Review analysis of operating budget requests and coordinate discussion of concerns with department managers and make recommendations based on Council/Management priorities.
- Provide administrative support to Director of Finance and other staff in completion of their duties and responsibilities; provide training and direction to staff as needed.
- Attend and participate in professional groups, committees and seminars; stay abreast of new trends and developments in all related fields; stay abreast of the local economy and current events.
- Prepare City Council agenda items and presentations on budget issues, program analysis and/or revenue analysis as requested.
- Provide timely information and support to Finance staff in preparing quarterly financial reports.
- Perform other duties as assigned.
Requirements
MINIMUM JOB REQUIREMENTS
EDUCATION
Bachelor’s degree from an accredited college or university with major coursework in finance, accounting, public administration or other related field.
EXPERIENCE
Five years of increasingly responsible experience in municipal finance and budgeting or any equivalent combination of relevant education or experience.
LICENSES AND CERTIFICATES
Possession of a driver's license.
Certified Government Finance Officer (CGFO) – preferred
