The Manager of Engineering Services operates under the general direction of the Director of Engineering & Public Works and is responsible for managing and coordinating the Town’s engineering functions, including development review, engineering plan evaluation, infrastructure standards, technical support, and customer service.
A principal responsibility of this position is the comprehensive planning, coordination, and administration of the Town’s capital improvement projects, including the full lifecycle of project design, construction, and inspection, as well as the overall management and continuous development of the Town’s Capital Improvement Program (CIP). This includes coordinating project initiation, design development, consultant and contractor oversight, construction management support, quality assurance, and long-range CIP planning to ensure projects are delivered efficiently, on schedule, within budget, and in accordance with Town standards.
The Manager develops, implements, and maintains engineering standards, policies, and procedures to ensure compliance with Town ordinances, professional engineering practices, and applicable federal and state regulations. The position provides technical guidance to staff, coordinates with internal and external stakeholders, and contributes to effective, efficient, and customer-focused service delivery across all engineering functions.
The Manager of Engineering Services may serve as the Acting Director in the Director’s or Assistant Director’s absence or when designated, ensuring continuity of leadership, operations, and customer service.
Performs other duties as assigned to support the Town’s mission, goals, and strategic initiatives.

Engineering Review, Standards, and Regulatory Compliance
- Performs technical engineering review of plats, subdivision proposals, zoning cases, site plans, construction drawings, drainage studies, floodplain applications, utility plans, and related documents to ensure compliance with Town standards, engineering criteria, ordinances, and applicable state and federal regulations.
- Provides technical engineering guidance and direction to developers, consultants, contractors, and internal departments on issues involving design requirements, drainage and stormwater management, utility design, construction standards, and infrastructure impacts.
- Reviews and approves traffic control plans, right-of-way permits, franchise utility plans, and related submittals for regulatory compliance, safety, and adherence to Town standards.
- Maintains and updates the Town’s engineering design criteria, construction specifications, technical details, and related ordinances; evaluates and approves requests for new materials or construction methods.
- Ensures that engineering, construction, and permitting activities adhere to applicable drainage, floodplain, stormwater, utility, environmental, and safety regulations.
- Conducts or coordinates technical site inspections to verify compliance with approved plans, specifications, and contractual requirements, and to support field problem-solving.
Capital Improvement Program (CIP) Planning & Administration
- Administers day-to-day activities of the Capital Improvement Program (CIP), including project tracking, schedule coordination, consultant management, and documentation.
- Reviews engineering plans, specifications, and cost estimates for assigned CIP projects and provides technical feedback to ensure constructability, standards compliance, and integration with Town infrastructure systems.
- Coordinates CIP progress reporting, including monthly, quarterly, and annual updates, budget monitoring, schedule adjustments, and project status documentation.
- Assists in developing and maintaining long-range capital planning tools, project prioritization criteria, and multi-year funding strategies in coordination with the Director.
- Supports the integration of completed CIP projects into the Town’s asset management, GIS, and infrastructure databases.
- Participates in the preparation of bid documents, procurement schedules, consultant scopes, and contract amendments related to CIP projects.
- Supports construction-phase coordination, quality control, and project closeout on assigned CIP projects.
Development Services & Customer Support
- Manages and coordinates the engineering plan review process, including submittal intake, workflow routing, tracking of review timelines, distribution of comments, and the issuance of approvals.
- Serves as a primary point of contact for residents, developers, contractors, businesses, and other stakeholders, providing information, clarifying processes, and addressing general inquiries regarding engineering standards, permitting requirements, drainage concerns, and infrastructure impacts.
- Provides operational and technical support to Community Development during zoning, permitting, inspections, and development review processes, helping resolve development-related issues and aligning engineering requirements with land use processes.
- Ensures timely, accurate, and professional customer service, including assignment and resolution of CRM requests, communication of project impacts, and coordination of responses across departments.
- Communicates effectively regarding Town policies, engineering requirements, project impacts, and permitting procedures to ensure clarity and consistency for applicants and the public.
Project Management, Construction Administration & Oversight
- Manages assigned capital, private development, and special projects from planning through completion, including scheduling, coordination, technical reviews, and quality assurance.
- Assists with the preparation of bid documents, advertisement for bids, procurement packages, and evaluation of proposals.
- Reviews and processes contracts, invoices, pay estimates, and change orders; coordinates with consultants, inspectors, and contractors to ensure compliance with Town standards and budget parameters.
- Monitors contractor performance, construction progress, site conditions, safety practices, and adherence to approved plans.
- Coordinates closely with Construction Inspectors and the Construction Manager to ensure consistent field oversight and issue resolution.
Interdepartmental, Intergovernmental, and Community Coordination
- Collaborates with Public Works, Community Development, Parks, Facilities, Utility Billing, Public Safety, and other Town departments on engineering-related matters and project coordination.
- Represents the Engineering Department in meetings with consultants, developers, contractors, regional partners, and local, state, and federal agencies to support project delivery and regulatory compliance.
- Prepares and supports the development of agenda briefing materials, staff reports, and presentations for the Assistant
- Director, Director, Town Council, Planning & Zoning Commission, committees, and community groups.
- Responds to inquiries from residents, businesses, developers, and stakeholders; communicates effectively regarding projects, standards, policies, permitting, and infrastructure needs.
- Participates in community engagement and public outreach activities to support transparency, education, and customer service; provides updates for department communications and project notifications.
Traffic Engineering, Mobility & Environmental Compliance
- Reviews traffic studies, mobility analyses, and transportation-related plans and provides recommendations consistent with Town standards and mobility objectives.
- Supports the development of traffic control plans, intersection design, signage, and pedestrian mobility improvements.
- Assists in administering floodplain regulations and ensuring compliance with stormwater, drainage, and environmental requirements.
- Investigates and helps resolve environmental issues such as stormwater quality, air quality, and noise.
Records Management, Standards, and Documentation
- Maintains accurate engineering project files, technical records, master plans, maps, as-built drawings, permitting documentation, and infrastructure databases.
- Oversees MS4-related documentation and compliance activities as applicable.
- Supports digital transformation efforts, including electronic plan review systems, GIS integration, and modernization of engineering workflows.
- Ensures proper documentation for regulatory reporting, permitting, contracts, capital expenditures, and project closeout.
Other Responsibilities
- Selects, trains, schedules, reviews, and evaluates assigned personnel in accordance with Town policies.
- Assists in annual operating and capital budget preparation and monitors related expenditures.
- Ensures regular and consistent attendance in support of operational reliability.
- May serve as Acting Director or Acting Assistant Director when designated.
- Performs other duties as assigned to support departmental operations and Town priorities.
Requirements
Necessary Knowledge, Abilities and Skills
- Comprehensive knowledge of civil engineering principles, practices, and methodologies applicable to municipal design, construction, development review, and infrastructure planning.
- Thorough understanding of municipal infrastructure systems, including water, wastewater, stormwater, drainage, roadway, and public works operations.
- Knowledge of Town codes, ordinances, development regulations, engineering standards, and applicable federal and state laws, including stormwater, floodplain, utility, environmental, and public infrastructure requirements.
- Skill in interpreting engineering plans and specifications, preparing or reviewing cost estimates, performing technical analyses, evaluating development submittals, and assessing infrastructure needs.
- Proficiency with engineering and technical software, including GIS applications, CAD programs, and office and field technologies used for design review, asset management, and data analysis.
- Strong written and verbal communication skills, with the ability to present technical information clearly and collaborate effectively with Town staff, developers, consultants, contractors, regulatory agencies, elected officials, residents, and community stakeholders.
- Ability to analyze data, conduct research, prepare reports, develop recommendations, and apply sound engineering judgment to resolve complex technical and operational issues.
- Ability to perform work in both office and field environments, including visits to construction sites, development locations, and public infrastructure in varying weather conditions.
- Strong organizational, leadership, and problem-solving abilities, including the capacity to manage multiple concurrent tasks, prioritize workloads, support cross-functional teams, and maintain accuracy under deadlines.
- Ability to negotiate, mediate, and resolve conflicts, including issues involving contractors, developers, utilities, and residents.
- Ability to plan, coordinate, and oversee complex engineering and construction activities with limited supervision while ensuring adherence to Town standards and professional engineering practices.
Minimum Education, Experience and Certifications
- Bachelor’s degree in Civil Engineering or related field from an accredited college or university is required.
- Minimum of five (5) years of progressively responsible professional civil engineering experience, including experience in municipal infrastructure, utilities, development review, project management, or capital improvement planning.
- Registration as a Professional Engineer (P.E.) in the State of Texas is preferred; candidates eligible to obtain Texas P.E. registration within a reasonable period will be considered.
- Valid State of Texas driver’s license, or the ability to obtain one prior to employment.
- Advanced degrees, leadership training, and relevant professional certifications (e.g., Project Management Professional (PMP), Certified Floodplain Manager (CFM)) and prior supervisory or lead experience are preferred and considered advantageous.
