Description
Reporting to the Neighborhood Services Manager, the Neighborhood Services Specialist delivers courteous and professional customer service to residents, business owners, and property owners while assisting with the enforcement of City ordinances and regulations. This position supports residential and commercial code enforcement activities, including property maintenance, health, construction, rental inspections, mosquito response, and development-related tasks.
The role involves responding to complaints, conducting inspections, preparing documentation, educating the public on City codes, maintaining accurate records, and assisting with substandard structure cases. Cross-training with other field divisions and ensuring compliance with State and City laws are key components of this position.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Inspection and Enforcement Support: Patrols assigned areas of the City to identify, investigate, and document code and ordinance violations. Assists with enforcement activities in a fair and consistent manner.Program Administration: Conducts rental and property inspections in accordance with City programs. Maintains accurate records of inspections, investigations, and corrective actions taken.Case Management: Initiates and monitors assigned code enforcement cases. Prepares notices of violation and follows up to ensure compliance within established timelines.
Customer and Public Interaction: Responds orally and in writing to citizen inquiries, complaints, and requests for code interpretation. Provides education and guidance regarding compliance requirements.
Documentation and Reporting: Maintains detailed case files, prepares written reports, gathers evidence, and may assist with court documentation as needed.
Interdepartmental Coordination: Works collaboratively with other City departments to address violations and support community improvement efforts.
Team and Operational Support: Adheres to personnel, safety, and departmental rules and regulations. Keeps supervisor informed of work activities. Performs other duties as assigned, including cross-training with other field divisions.
Other Related Duties: Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Professionalism and Customer Service: Ability to interact with the public in a professional, courteous, and respectful manner. Demonstrates sound judgment and a positive customer service approach.
Communication: Ability to read, write, and speak English fluently. Strong oral and written communication skills required. Bilingual skills preferred.
Organization and Time Management: Ability to manage assigned cases, prioritize tasks, and meet deadlines. Ability to work independently with appropriate supervision.
Technical Skills: Basic proficiency in Microsoft Office applications. Ability to learn and interpret applicable ordinances, codes, and enforcement procedures.
Requirements
TYPICAL QUALIFICATIONS:
High School Diploma or GED and at least one year of customer service experience.
Code Enforcement Officer in Training (CEOIT) certification as issued by the Texas Department of Licensing and Regulation (TDLR) required within 30 days of hire date (if Code Enforcement Officer certification not already held).
Code Enforcement Officer certification as issued by the Texas Department of Licensing and Regulation (TDLR) required within six months of hire date.
Possess and maintain a valid Class C Texas driver's license.
