Job Summary:
Under general supervision, plans, manages, and coordinates parkland dedication projects and geographic information systems (GIS) for the Parks and Recreation Department. Responsibilities include long-range park planning, coordination of capital improvement projects, and public engagement to ensure that Greenville’s parks, trails, and open spaces meet community needs and comply with city standards, ADA requirements, and environmental regulations. Reports to the Parks and Recreation Director or designee.
Minimum Qualifications:
Education: Bachelor’s degree in Urban Planning, Landscape Architecture, Parks & Recreation Administration, Environmental Science, or related field.
Experience: Two (2) to four (4) years of professional experience in park planning, GIS, project management, or related field; or an equivalent combination of education, training, and experience sufficient to perform essential job functions.Master’s degree may substitute for some experience subject to HR approval.
Licenses/Certifications: Valid Texas driver’s license. Preferred certifications: AICP, ASLA, or GIS.
Essential Job Functions:
Develop long-range park and recreation plans, master plans, and feasibility studies.
Coordinate with Engineering, Planning, and Public Works on park development projects.
Conduct site assessments and prepare conceptual park designs.
Write and manage grant applications for park funding.
Manage public input sessions and present to City Council/boards.
Track and report progress on capital projects and bond-funded improvements.
Ensure compliance with safety, ADA, and environmental standards.
Plan, manage, and coordinate parkland dedication projects, including reviewing development proposals and monitoring compliance with city ordinances.
Develop, maintain, and analyze GIS databases related to parks, trails, and open space.
Prepare maps, reports, and presentations for City Council, boards, and commissions.
Performs other related duties as assigned.
Knowledge of:
Park and trail design standards, land use planning, zoning, environmental regulations, and ADA accessibility requirements.
Principles of capital improvement planning and project coordination.
City policies and procedures.
Skills in:
Managing multiple projects and meeting deadlines.
Project coordination and management.
Communicating effectively both orally and in writing
Public presentations and stakeholder engagement
Collaborating with consultants, developers, staff, and community groups
GIS/AutoCAD and Microsoft Office Suite
Preparing professional reports, maps, and visual presentations
Presenting effectively to City Council, boards, and the public
Physical Demands/Work Environment: Work is performed in both indoor office settings and outdoor park sites, sometimes in varying weather conditions. Physical demands include frequently standing, walking, and sitting during a shift, with occasional bending, kneeling, and reaching above, at, or below shoulder height. Employees may occasionally be required to lift and carry up to 25 pounds. The position also requires the ability to operate a computer, calculator, vehicle, and other standard office equipment.
