General Purpose
The Payroll and Accounts Payable Specialist performs entry-level accounting work, coordinating payroll functions and handling accounts payable services. The ideal candidate will have a friendly and approachable personality, maintain a positive outlook, and demonstrate flexibility to handle challenges and pivot quickly when needed. Strong teamwork skills and a collaborative mindset are essential to succeed in this role.
Primary Duties and Responsibilities

- Payroll Administration: Process biweekly payroll, update employee records, onboard new hires, enter rate changes, review and enter time entry hours, and process vacation payouts upon termination.
- Accounts Payable: Receive and distribute invoices, enter coded and approved invoices, review entries, process payment packets, print checks, prepare for mailing, and maintain vendor files with required documentation.
- Cash Collections: Review departmental packets, verify deposit amounts, post transactions, and close payment packets.
- Insurance Reconciliation: Review and reconcile insurance invoices (TML, Aflac), verify billing accuracy, and communicate adjustments to the Benefits Coordinator.
- TMRS & Tax Reporting: Prepare and submit TMRS contributions, process unemployment taxes to TWC, and manage automatic payment requests.
- Reporting & Analysis: Compile and verify routine reports and forms; assist the Staff Accountant as needed.
- Customer Service: Provide professional, courteous service to staff, vendors, and the public while maintaining confidentiality and professionalism at all times.
Requirements
Minimum Qualifications
Education and Experience:
- Bachelor’s Degree in Accounting, Business Management, or a related field.
- One (1) year of experience in a professional office environment.
- Or an equivalent combination of education and experience.
Required Knowledge:
- Basic accounting principles and payroll processes.
- Accounts payable procedures and cash handling.
- Administrative systems including word processing, filing, and records management.
- City and department policies and procedures.
Required Skills:
- Accuracy and attention to detail in data entry and financial transactions.
- Ability to follow established processes and meet deadlines.
- Strong communication skills to interact effectively with staff and vendors.
- Ability to maintain confidentiality and demonstrate professionalism.
- Positive attitude, adaptability, and teamwork orientation.
Physical Demands / Work Environment
Physical Demands:
- Frequently required to remain in a stationary position (sitting or standing) for extended periods.
- Occasionally move about the office to access files, equipment, and other work areas.
- Frequently operate standard office equipment and computer systems using hands and fingers.
- Occasionally lift or move items up to 25 pounds.
- Constantly communicate verbally and comprehend auditory information to interact effectively with staff and vendors.
Vision Requirements:
- Constantly requires close vision (reading documents and computer screens), distance vision, color perception, peripheral vision, depth perception, and ability to adjust focus.
Work Environment:
- Work is performed in a professional office setting with noise levels typically quiet to moderate.
- May occasionally be exposed to standard office equipment noise.
