The City of Hitchcock is seeking qualified applicants for the position of Permit Clerk in the Building Division of the Community Development Department. JOB SUMMARY: The overall purpose and general responsibilities of the job.
Provides administrative and technical support for building permits and inspection activities; processes building permit applications and related documents; provides information and customer assistance and explains City codes and policies; schedules inspections as necessary; makes daily deposits; prepares monthly and quarterly reports; maintains computerized files and performs other work-related duties as assigned.
Requirements
ESSENTIAL JOB FUNCTIONS: The fundamental duties and tasks that define the job.
1. Manages submission of plans, specifications, and permit applications from developers, contractors, or homeowners through the city’s i-Worqs portal.
2. Assist builders, contractors, and property owners in making applications for various types of permits, and advises applicants of requirements, particularly windstorm and floodplain requirements
3. Assists customers with information and/or assistance regarding plan submittal, permit issuance, and inspection scheduling.
4. Processes and issues permits to builders, contractors, homeowners, and other individuals through the i-Worqs portal for all construction, modification, and repair of buildings, electrical, plumbing, mechanical, or gas projects; house moving and demolition; and certificates of occupancy.
5. Check the qualifications of contractors to work as described in the application for permits.
6. Provides procedure-related information for building permits.
7. Verifies required information that is included on plans and permit applications submitted for building permits before they are accepted for review.
8. Calculates square footage of proposed new construction and building permit fees.
9. Collects fees and issues permits by Project Number after approvals.
10. Scans permits and related information pertaining to each record.
11. Work closely with the Building Inspector to assure accurate records for all inspections.
12. Support FEMA SD/SI inspection and reporting activities when necessary. Understand FEMA Flood Zones and structure compliance with regulations.
13. Support office team members as necessary by performing customer service duties, including answering and screening calls, greeting and assisting visitors, collecting payments of utility bills, and answering general inquiries.
14. Close out the Register drawer at the end of the day and run the report for the Journal Register Receipt Detail. Balances cash drawer and keeps accurate records of deposits
15. Compile a daily “Receipt Register Payment” report for permits.
16. Updates and maintains departmental files, records, and other official documents.
17. Performs administrative and clerical support functions, including preparing, reviewing reports and other documents using correct grammar, spelling, and punctuation.
18. Compiles a variety of information for reporting purposes and performs data entry of different spreadsheets, i-Worqs, and FEMA SD/SI Estimator.
19. Operates various office machines and equipment such as computer, calculator, postage machine, fax machine, and scanner/copier.
20. Performs other related duties as assigned.
CONTACTS: Nature of contacts, external relationships, and internal relationships.
Provides general and technical information regarding building permits and inspection activities. Coordinates assistance between departments in order to complete projects and achieve City goals. Occasionally deals with uncooperative/dissatisfied individuals.
Internal Contacts: Constant contact with departmental personnel. Teamwork and focus on continuous improvement are essential attributes.
External Contacts: Constant contact with citizens, builders, developers, and other individuals, face-to-face and over the telephone, to provide information.
DIFFICULTY: Judgement, initiative, and decision-making.
Judgement is necessary in selecting appropriate established guidelines to follow. Significant deviations require prior approval.
GUIDANCE: Supervision received and level of independence.
Employee receives direction when performing the essential job functions. Work is performed in accordance with established guidelines and procedures.
WORKING CONDITIONS: Working environment and other conditions of employment.
Customer-facing office environment with frequent interruptions. Must be able to manage tasks to completion while providing professional attention to customers.
EDUCATION AND EXPERIENCE: Minimum requirements for formal education and job-related experience.
High School diploma or GED required. An associate's degree or higher is preferred, and two (2) years of related experience, or an equivalent combination of education and/or related experience. Bilingual Spanish is desired. Must possess a valid Texas Driver’s License and have a safe driving record. Must be able to pass a background investigation and drug and alcohol test.

Knowledge of building codes, windstorm, floodplain, and Elevation Certificate requirements.

PHYSICAL DEMANDS: The physical requirements associated with the performance of Essential Job Functions.
Physical requirements include carrying/lifting 15 lbs. and occasionally pushing/pulling up to 30 lbs.; visual acuity, speech, and hearing; hand-eye coordination and manual dexterity necessary to operate telephone, computer keyboard, and basic office equipment; subject to carrying, lifting, twisting, and reaching to perform essential job functions. May be required to work immediately before, during, or after an emergency or disaster, including possibly outside survey and inspection duties.
