GENERAL PURPOSE
As a member of the Command Team for the Department, Lieutenants will lead, mentor, supervise and support other supervisors, officers, civilian employees and volunteers in the execution of the Department’s mission and objectives. The Lieutenant position has direct responsibility for the operations of either the Patrol Division or the Special Operations Division. Lieutenants are expected to maintain detailed awareness of day-to-day operations, and proactively provide oversight, guidance and evaluation. In addition to operational responsibilities, Lieutenants are responsible for numerous projects and programs. Lieutenants will demonstrate a bias for action, an ability to make decisions independently, an ability to identify and address problems without prompting and be expected to set goals for their division which align with, and achieve, the Department’s overall mission and objectives.
As part of the Command Team, Lieutenants will provide input on strategic goals, priorities, policy, procedure, operations, training and budget. Lieutenants will have on-call responsibilities and will periodically assume command of the Department in the absence of the Police Chief and Assistant Chief. Lieutenants will interact periodically with the City Manager, City Council, other department directors and community leaders and be expected to give presentations or represent the Department at community events and functions. Lieutenants will help instill a culture of positivity, professionalism, productivity, problem solving, resiliency and accountability and be responsive to the needs of the community.
REPORTING RELATIONSHIPS:
Reports to: Assistant Police Chief
Supervises: The Patrol Lieutenant directly supervises the Patrol Sergeants and the Reserve Officers. The Special Operations Lieutenant directly supervises the Detective Sergeant, Professional Standards Sergeant, Traffic Sergeant, and Victim Services Manager.
MAIN JOB TASKS AND RESPONSIBILITIES
Lead, support, supervise and manage other supervisors, officers, civilian employees and volunteers
Mentor and develop others at all levels of the organization
Maintain a culture of positivity, professionalism, productivity, problem solving, resiliency
Hold team members accountable to professional standards of conduct and work performance and document performance via evaluations and other documentation tools
Exercise independent judgment and initiative while managing and assessing day-to-day activities to ensure procedures and practices are effective, efficient, and professional
Identify deficiencies related to delivery of police service and implement corrective action
Make recommendations regarding the hiring, development, discipline, recognition and promotion of employees
Handle complaints, grievances and inquiries regarding police services and performance, to include conducting internal affairs investigations
Provide input on strategic goals, policy, procedure, operations, training and budget
Assume command of significant incidents and investigations
Oversee all aspects of Division operations to ensure efficient and effective performance
Communicate decisions to and solicit feedback from Department staff
Assume command of the Department in the absence of the Chief and Assistant Chief
Represent the Department as a knowledgeable, approachable and capable upper-level supervisor when dealing with the public, media, other City officials and other law enforcement agencies
Research and analyze trends/developments in the law enforcement profession and assist with integrating new methods and practices into department policy and culture
Maintain knowledge of policy and applicable laws and statutes
Develop reports and presentations on crime trends, investigations, incidents, stats, etc.
Evaluate and make recommendations on policy, to include amending or authoring policy
Manage large scale projects and processes
Respond to calls for police service and perform basic policing functions as required
Convey a positive, professional image by action, communication and appearance
Perform other related duties as required/assigned
EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university preferred
Minimum of eight (8) years of full-time law enforcement work experience, with at least three (3) years of experience at the rank of Sergeant or above
Strong working knowledge of leadership and management principles
Completion of a first-line supervisor course required
Completion of a command level leadership course, or equivalent, preferred
CERTIFICATIONS, LICENSES AND SPECIAL REQUIREMENTS
Proof of citizenship and/or eligibility to legally work in the United States
Valid Texas driver license with satisfactory driving record, as defined by City policy (Out of State applicants must have the ability to obtain a Texas driver license after hire)
Possess, at a minimum, an Advanced Texas Peace Officer Certificate (Out of state applicants may substitute the equivalent years of service and training and will pursue advanced certification after hire)
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of modern law enforcement management principles and practices
Ability to apply such principles and practices toward the effective and efficient management of allocated resources
Knowledge of effective leadership concepts, and the ability to skillfully utilize them
Knowledge of technical aspects of crime prevention and law enforcement including: laws of arrest/use of force, search and seizure, property and evidence, criminal investigations, patrol, traffic control, records management, and care and custody of persons and property
Ability to learn new concepts and apply knowledge appropriately
Ability to perform effectively whether working independently or as part of a team
Ability to multitask and meet deadlines
Ability to establish and maintain effective working relationships with subordinates, peers and supervisors
Ability to communicate effectively, both orally and in writing
Knowledge of pertinent Federal, State, and local laws, codes and regulations; interprets and applies as necessary
Knowledge of principles of supervision, training and performance evaluation
Ability to plan, organize and manage time effectively
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendation in support of goals
Ability to learn and proficiently use relevant software programs and other technology
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Meet the Department’s fitness and wellness program standards within 6 months of hire
Work environment is primarily an office setting, where noise and temperature levels are moderate
Patrol work is occasionally required
May be subject to high stress situations which include receiving details of criminal acts of violence as well as viewing reports and images of such violence
May work during late evening or early morning hours, weekends or shift work as necessary
Work occasionally requires travel, including overnight stays, involving training and conducting City business
The work is light work which requires exerting up to 30 pounds of force occasionally and/or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
Must possess the physical ability to work primarily with fingers, perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance
Additionally, the following physical abilities are required: hearing, manual dexterity, mental acuity, reaching, repetitive motion, speaking, talking, and visual acuity, and the ability to use and/or wear issued uniform and equipment items.

The Lakeway Police Department consists of 57 full time positions, including 35 sworn police officer positions and 22 civilian positions. The executive staff consists of the Chief of Police, Assistant Chief, two Lieutenants, Administrative Services Manager and Telecommunications Manager. There are 20 officers assigned to the Patrol Division. Their are 11 officers assigned to the Special Operations Division, which consists of a Traffic Unit (with motors), an Investigations Unit and a Special Services Unit. The Telecommunications Center includes one Manager, two Supervisors and eight Telecommunicators. The department also has two Administrative Specialists, a Crime Analyst, a Crime Scene/Evidence Technician and a Victims Services Team.
Full salary range: $100,365 - $131,923, DOE/DOQ.
