JOB SUMMARY
This position is responsible for supervising the daily operation of the City’s Industrial Pretreatment Program (IPT), Fats, Oils & Grease (FOG) Control Program, Texas Clean Rivers Program (CRP), Stormwater Illicit Discharge Detection and Elimination (IDDE) Program, wastewater treatment plant contract testing program, public outreach programs and administrative support tasks necessary to comply with City policies and applicable program requirements. This position must also supervise staff, plan, assign and maintain required reports, correspondence and permits to meet program requirements.
ESSENTIAL DUTIES
Supervise staff, plan, assign, schedule and review work, approve payroll, monitor staff productivity, conduct performance evaluations and counseling of employees, make recommendations for hiring, staff improvements and disciplinary actions.
Implement all administrative requirements of the department’s programs and keep abreast of regulations affecting these department activities.
Assist management with developing and implementing standard operating procedures and training activities for department programs to ensure staff conform to City and department goals, policies, and procedures, including administrative, ethics and integrity, safety, and security programs.
Assist management with developing and maintaining wastewater discharge permits, ordinances, forms and other correspondence necessary to implement the department’s programs.
Maintain all required internal and external reports, correspondence, permits, document management systems and electronic files to meet regulatory requirements and department objectives.
Develop and maintain schedules for all program monitoring, inspection, permitting and enforcement activities (where applicable).
Assist management with developing and maintaining peer review processes to ensure quality is incorporated into all department activities.
Assist management with purchasing and finance-related activities for department programs; provide input for draft budgets, long-term planning activities or needed resources.
Assist management w/coordinating wastewater treatment plant contract testing activities and respond to unusual discharge activities affecting the wastewater system.
Recommend ongoing improvements and updates to department programs to improve efficiency, productivity and ensure compliance with applicable regulations.
Perform other related duties as assigned.
Requirements
MINIMUM QUALIFICATIONS
Knowledge of:
US EPA and TCEQ regulatory requirements for wastewater treatment plants, industrial pretreatment programs and other related wastewater/stormwater source control programs.
Safe work practices, methods, and procedures commonly used in wastewater treatment plants and source control programs.
Common water/wastewater utility calculations.
US EPA approved wastewater procedures, including field testing, sample collection, preservation and chain of custody documentation.
US EPA Pretreatment Standards and Effluent Guidelines.
Wastewater treatment and wastewater collection systems components and concepts.
Microsoft Office applications and software that operates in a SQL environment.
Ability to:
Safely and effectively operate and maintain required equipment, vehicles and tools to complete assigned tasks using required PPE.
Read and interpret complex technical documents, regulations, and instructions.
Learn and maintain knowledge of job duties and requirements related to the assigned position.
Effectively coordinate/schedule activities and develop ongoing task assignments with personnel to ensure the efficient use of resources.
Conduct detailed data analysis and prepare required reports and other correspondence using computer database, spreadsheet, word-processing, and information management software applications.
Provide ongoing status reports on department activities and provide input for any required regulatory reporting.
Coordinate activities with other supervisory personnel to ensure efficient use of resources.
Effectively communicate program requirements in a non-aggressive manner to others internally within the City organization and externally to affected industries and businesses.
Pay attention to details and maintain accurate records.
Communicate clearly and concisely in English, both orally and in writing.
Establish and maintain effective and harmonious working relationships with co-workers, management, regulatory officials, and others contacted while performing job duties.
Ability to lift 50lbs without assistance.
Work evenings, weekends, holidays and on-call as required.
Physically perform the essential duties of the position.
Experience and Education: Any combination equivalent to the level of experience and education that would likely provide the required knowledge and abilities may qualify.
Experience:
A minimum of three years of experience supervising an EPA or TCEQ approved Industrial Pretreatment Program, Fats, Oils & Grease Program, stormwater management plan or other similar source control program.
Prior experience working in a wastewater laboratory and/or wastewater operations is preferred.
A minimum of three years of administrative experience with computers, data analysis, records handling, scheduling, coordinating, preparing reports, and meeting deadlines is required.
Education:
High School Diploma or GED required.
A bachelor’s degree from an accredited college or university with major course work in biology, water/environmental management, or other closely related field is preferred.
Completion of U.S. Environmental Protection Agency (EPA) pretreatment training is desired.
Licenses:
Possession of a valid Class “C” Motor Vehicle Operator’s License.
This position has been classified as a “safety-sensitive” position. All incumbents assigned to a “safety-sensitive” position shall be required to comply with all provisions of the City of Sherman, Texas Commercial Motor Vehicle Driver’s Drug and Alcohol Testing Program.
