Job Summary:
Reporting to the Finance Director, the Project Accountant is responsible for managing the financial lifecycle of assigned projects. This includes budgeting, cost tracking, invoicing, reporting, and ensuring compliance with financial guidelines. The role serves as a key liaison between the finance and project teams, overseeing expenses, revenue, and contractual obligations to maintain project profitability and fiscal integrity. In addition, Project Accountant performs a variety of accounting functions such as grant accounting, mandatory financial reporting, account reconciliations for grants and developer escrow agreements, and capital asset projects. The position also assists with budget preparation and supports the annual audit process within assigned areas of responsibility.
Typical Duties:
Monitor and analyze project costs against budgets; record financial transactions, reconcile project accounts, process payments, identify variances, and provide financial insights to project managers.
Track and record expenditures of federal grant funds to ensure compliance with Federal, State, and Local requirements.
Maintain account reconciliations for grants and developer escrow agreements related to City projects.
Prepare and analyze a variety of complex financial reports, statements, and schedules.
Prepare periodic and special reports, including monthly, quarterly and annual financial reports, State Comptroller required reports; annual and quarterly filings, including grant reporting, FEMA reporting, debt reporting, and other required submissions.
Assist with annual budget preparation and support City departments in establishing performance measures.
Support the annual audit process by providing requested documentation and preparing spreadsheets and reports for data analysis.
Ensure the City preserves its Transparency Star designation for Traditional Finances and Debt Obligations, as awarded by the Texas Comptroller, by annually updating all mandated transparency data.
Perform professional accounting functions in accordance with Generally Accepted Accounting Principles (GAAP).
Document accounting policies and procedures to ensure consistency and compliance.
Respond accurately and promptly to data requests.
Provide administrative and financial support as needed.
Contribute to continuous improvement initiatives to enhance financial and operational efficiency.
Represent the City of Granbury professionally by demonstrating courteous and cooperative behavior when interacting with staff and the public.
Maintain confidentiality of sensitive information and work-related matters.
Perform other related duties as assigned to support departmental and organizational goals.
Requirements
Minimum Qualifications:
Bachelor’s degree in Accounting or a related business field;
At least three (3) years of accounting and/or finance experience;
Strong analytical and problem-solving skills and the ability to handle multiple tasks;
Excellent knowledge of Microsoft Excel, Word, and PowerPoint;
Ability to work independently with minimal supervision;
Ability to manage time and meet deadlines;
Skill in establishing and maintaining interpersonal relationship with other employees and governmental entities.
Work Environment:
Work performed indoors in a climate-controlled office, however, some exposure to outdoor weather conditions are involved while performing City errands. Work may be subject to time pressures, frequent changes to tasks, working closely with others as part of a team, working alone 50% or more of the time, and/or performing multiple tasks simultaneously. Majority of work is performed in an office setting and may be subject to ordinary risks typically found in an office environment.
Physical Requirements:
Ability to sit for extended periods of time. Ability to stand, bend, squat, kneel, push, pull, and stoop while opening file drawers to place or retrieve files from filing cabinets. Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely. Employee must be able to lift up to 15 pounds (i.e. computer paper, mail deliveries and supplies).
