Position Summary:
The Public Works Foreman performs skilled and supervisory work in the planning, coordination, and oversight of daily operations within the Public Works Department. This position supervises field crews involved in the maintenance and repair of streets, drainage systems, water and wastewater utilities, parks, and other municipal infrastructure. The Foreman ensures work is completed safely, efficiently, and in compliance with applicable regulations, while maintaining high standards of service to the community.
Essential Duties and Responsibilities
1. Field Operations & Infrastructure Maintenance
- Plan, assign, supervise, and review the work of Public Works field crews.
- Coordinate daily operations involving streets, drainage, water distribution, wastewater collection, parks, weed control, and other municipal infrastructure.
- Oversee maintenance, repair, and construction of streets, alleys, drainage systems, water lines, sewer lines, and other public facilities.
- Ensure projects and maintenance activities are completed safely, efficiently, and according to established standards.
- Inspect completed work to ensure quality and compliance with departmental policies.
- Identify infrastructure or equipment repair and replacement needs and report them to the Director.
2. Personnel Supervision & Safety
- Provide on-site guidance, technical direction, and training to staff on proper work methods, safety procedures, and equipment operation.
- Enforce City policies, procedures, and safety standards to reduce workplace hazards and injuries.
- Monitor employee performance and assist the Public Works Director with staff evaluations, training, and corrective actions.
3. Equipment & Asset Management
- Oversee the operation and maintenance of department tools, vehicles, and heavy equipment, including rollers, backhoes, skid steers, Gradalls, and tractors.
- Ensure equipment is properly used, maintained, and repaired when necessary.
4. Communication, Reporting & Public Interaction
- Maintain work logs, activity reports, and project documentation.
- Report operational issues, safety concerns, and project progress to department leadership.
- Communicate with residents regarding public works projects, service disruptions, and infrastructure concerns.
- Maintain effective working relationships with City staff, contractors, and the public.
5. Emergency Response
- Participate in emergency response activities including storms, infrastructure failures, and other public safety situations.
- Assist with emergency preparedness and recovery operations as directed.
6. Other Duties
- Perform other related duties as assigned by the Public Works Director and/or City Administrator.
Requirements
Knowledge, Skills, and Abilities
- Knowledge of public works operations including streets, drainage, water distribution, and wastewater systems.
- Knowledge of equipment, materials, and methods used in municipal construction and maintenance.
- Leadership skills for effectively delegating tasks to public works employees.
- Communicate clearly both verbally and in writing and provide clear orders on job assignments.
- Time-management skills to meet deadlines.
- Ability to problem solve.
- Enforce safety regulations and safe work practices.
- Adhere to local government operations, rules, and regulations.
- Ability to read and interpret maps, plans, and work orders.
- Use good judgment in respecting confidentiality; identify and respond to sensitive community issues and concerns.
- Establish and maintain effective working relationships with subordinates, employees, city officials, contractors, and the general public.
Minimum Qualifications
- High school diploma or GED required.
- Minimum 3–5 years of experience in public works, construction, utilities, or related field, including supervisory or lead experience.
- Experience operating heavy equipment preferred.
Licenses and Certifications
- High School Diploma or equivalent.
- Must possess a valid Texas Driver’s License and be eligible for coverage under the City of Grand Saline vehicle insurance provider.
- Must have a minimum of five years of related experience or an equivalent combination of training and/or experience that evidences a comprehensive knowledge of required job duties and expectations.
- Water and/or Wastewater Operator License preferred or ability to obtain within a specified time.
- Spanish bi-lingual written and verbal communication skills are highly preferred, but not required.
Physical/Mental Demands:
You will be exposed to extreme heat, cold, and inclement weather. You will be required to lift up to fifty (50) pounds as well as load and handle pipe that may be up to twenty (20) feet long and up to twelve (12) inch in diameter. These pipes can weigh from ten (10) to one-hundred ten (110) pounds and up. Many other products will be handled, that includes concrete sacks up to ninety (90) pounds and chemicals up to one hundred (100) pounds. Climbing the water tower may be a necessity, climbing over walls and up ladders are required as necessary. May be subject to working extended hours and responding to emergencies on an on-call basis.

- Work is performed primarily outdoors in varying weather conditions.
- Regular exposure to heavy equipment, construction environments, traffic, and utility systems.
- Requires lifting, climbing, bending, and prolonged standing or walking.
- May require after-hours work, on-call duty, and emergency response.
