JOB TITLE: Public Works Superintendent
FLSA: Non-Exempt EMPLOYMENT STATUS: Full-Time
POSITION REPORTS TO: City Manager SALARY RANGE: $35.00 to $43.25
(based on experience and qualifications)
JOB SUMMARY
Under the direction of the City Manager and/or designee, performs assigned duties necessary to manage the daily operations and personnel of the Public Works Department (solid waste, streets, drainage, facilities, and animal control) to ensure the proper planning, development, and maintenance of roadways, drainage, park ground, facilities, easements, and rights-of-way. Responsible for the development and management of related programs, customer service, and Federal and State law compliance.
EXPERIENCE REQUIRED: Five (5) to seven (7) years of municipal or county public works experience with solid waste service, streets, drainage, construction services. Private sector experience may be considered, but municipal experience is preferred. Three (3) years of supervisory experience is preferred.
THE COMMUNITY
The City of Castle Hills is a vibrant suburb centrally located in the San Antonio area with a population of over 4,400 residents. The City of Castle Hills is a General Law Type A municipality and provides a wide variety of services to citizens and visitors in the Castle Hills area.
GOVERNMENT
Castle Hills operates under the council-manager form of government. The Castle Hills City Council consists of a Mayor and five at-large Council positions. All of these elected positions are volunteer. The City Manager is appointed by the City Council; the current City Manager was appointed in June 2025.
THE DEPARTMENT
The Castle Hills Public Works Department focuses on solid waste services (garbage service, green waste collection, and recycling), streets and drainage, animal control, and City facilities and property maintenance. The Department consists of nine positions: three solid waste drivers, four laborers, an administrative assistant, and the superintendent position.

Essential duties and responsibilities may include, but are not limited to, the following:
- Performs duties necessary to manage the daily operations of the Public Works Department to ensure the proper planning, developing and maintenance of facilities, roadways, drainage, and rights-of-way. Responsible for the development and management of road maintenance programs to include but not limited to traffic control devices, surface, infrastructure construction, inspections and repair, signage, and customer service. Responsible for solid waste services to include trash collection, green waste collection, and recycling collection.
- Performs duties necessary to manage the preparation, tracking, and administration of the Public Work Department’s annual budget. Responsible for forecasting expenditures necessary and required to complete assigned projects; the procurement of goods and services; and personnel-related costs.
- Performs duties necessary to procure and manage vendor contracts. Duties include, but are not limited to, assisting with reviewing and drafting facilities, streets, traffic, and drainage project contracts, ensuring appropriate insurance coverage leave, and performance project management to ensure deadlines are met.
- Performs duties necessary to manage the selection and retention of Public Works Department personnel, to include training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies, and/or directives.
- Provides staff assistance to the City Manager by preparing and presenting department and project related reports during staff, city council, and other city-related meetings.
- Drives and operates a variety of equipment including but not limited to city vehicles, backhoes, bobcat, skid loader, garbage truck, and other equipment of various sizes and weights in the loading, hauling, and unloading of equipment, material, gravel, sand, concrete, asphalt, and other materials for a variety of construction and maintenance operations.
- Performs additional duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
High School Diploma or GED required; Bachelor’s degree in construction management, engineering or related field is preferred.
Valid Texas Class C Driver’s license required. A “B” Commercial Driver’s license is preferred; successful candidate will be required to get their “B” CDL license within 6-months of employment. A Flood Plain Management certificate is preferred. An Animal Control Officer certification is preferred; successful candidate will be required to get their Animal Control Officer certification within 6-months of employment.

PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT

Indoor and outdoor work. Level of physical activity is moderate. Other hazards include possible exposure to diseases or rabid or vicious animals. Factors such as emergency calls, extra hours, and irregular hours.
Ability to bend, stoop, walk, run, crouch, crawl, sit, and stand. Ability to drive a vehicle to and from various sites.
Employee will be exposed to seasonal temperatures and adverse weather while performing duties and may be exposed to mechanical and chemical hazards. Ability to lift materials weighing up to 30 pounds frequently and 50 lbs. occasionally.
The City of Castle Hills is offering a competitive salary commensurate with experience and a comprehensive benefits package. Benefits include: employer paid (employee-only) medical and dental insurance coverage, employee paid vision insurance; paid vacation and sick leave; retirement (7% with a 2:1 match) with TMRS; and 12 paid City holidays.
There is no residency requirement for this position, but it is preferred that the successful candidate live within a radius that permits a 15-30 minute response due to an emergency.

Ability to build and maintain inter-governmental cooperation, both internal and external to the City of Castle Hills.
- Budget Management: Developing department budgets; allocating and leveraging resources; monitoring financial performance while ensuring initiatives meet the department and city strategies and objectives. Preparing and presenting budget reports; analyzing trends; recognizing areas for possible improvements and ways to maximize efficiency or identifying future needs.
- Policy Development and Assessment: creating, analyzing, or revising policy and guidelines to address specific issues, while understanding community and employee needs.
- Knowledge of the principles and practices of leadership.
- Knowledge of human resources concerns/issues, performance evaluations.
- Ability to read maps, blueprints, engineering drawings, and schematics.
- Knowledge of Federal, State, and local law, regulatory codes, ordinances, best practices, and policies affecting the Public Works Department and job-related activities.
- Knowledge of safety principles, practices, procedures, and equipment related to work.
