SUMMARY

Under the direction of the Public Works Superintendent, perform a variety of skilled and semi-skilled maintenance, repair and construction tasks in support of Town streets, wastewater collection system, parks, and rights-of-way.  Work includes coordinating, assisting and inspecting contractors supporting the Town’s Public Works.  Responsibilities range from manual labor, shop work, small equipment repair, vehicle maintenance, operation of hauling equipment, maintenance of the wastewater collection system, light construction, operation of equipment in support of Public Works projects.

ESSENTIAL COMPETENCIES

1.    Drive light trucks hauling gravel, dirt, asphalt and Town equipment.
2.    Proficiently operate all types of construction equipment utilized by the Town.
3.    Operates light and heavy equipment in the repair and maintenance of Town streets and rights-of-way.
4.    Cuts brush; mows grass and picks up trash along Town streets and Town facilities and grounds.
5.    Services and repairs all equipment as assigned. 
6.    Patches streets and cleans culverts.
7.    Repair, clean and clears obstructions from storm drains and ditches.
8.    Assists with inspection and replacement of street signs and posts.
9.    Assists with mechanical, building and bridge repairs.
10.    Performs work in compliance with accepted industry safety standards. 
11.    Works in support of contract wastewater crew which excavates, inspects, flushes, cleans and repairs sewer mains; installs or repairs taps, lines, and laterals; and monitors wastewater lift stations. 
12.    Must have knowledge of safety regulations and practices related to the Public Works Department. 
13.    Good communication skills.
14.    Ability to read, write and communicate effectively in English.
15.    Ability to learn quickly and take directions from supervisors.
16.    Regular and punctual attendance is required.
17.    Perform other duties as assigned.
 

DUTIES AND RESPONSIBILITIES

Streets and Roadways:  Performs small scale fixes, fills potholes, provides base material, replaces damaged signs, fixes tire damage on landscape areas, assures traffic control safety is always present, checks street lights and removes debris.  Makes field assessments, reports major issues to Superintendent/contractors, coordinates follow-up and documents contractor efforts.

Stormwater System:  Performs small scale fixes of problem drainage areas, performs jetting of culverts, determines grades, makes visits to drainage locations before and after storms to remove small scale debris deposits and assist with drainage area volunteer clean ups.  Makes field assessments, reports the need to mobilize contractors, coordinates follow-up and documents contractor efforts.

Wastewater System:  Inspects metering and coordinates with TRA and City of Denton staff at wastewater collection system take points.  Makes field assessments, assists contractors with locates, access, citizen interactions, mobilizes contractors for emergency clean ups and clearing of blockages, and documents contractor efforts.  

Solid Waste:  Provides support staff support at contractor HHW and bulk trash events, picks up small-scale illegal dumping, contacts contractors for large-scale illegal dumping, meets on-site to resolve concerns of citizens and business owners, 

Property and Building Maintenance:  Visit each park, open space and building regularly to check for safety concerns, illegal dumping/trash, vandalism, unsanitary conditions and solve problems as needed, mobilizing contractors of various types as needed.  Perform basic plumbing, electrical, carpentry, and painting as needed.  Maintain HVAC systems.  Assist with facility set up for Town Hall events and community activities.  Perform small-scale repairs/maintenance as necessary; perform small-scale spot landscaping as needed. 

Construction Inspection:  Coordinate with contractors to identify problems, maintain safe conditions for the public and provide documentation. 

Town Special Events:  For events ranging from Easter Egg Hunt to Flag Days to Arbor Day, manage a range of logistics support: transport, set up and take down of Town items (trash cans, cones, tents, et cetera); set up and take down of contractor items (food trucks, porta-potties, vendor booths); coordinate assistance by volunteers and temp staff; and provide overall public safety and traffic safety support. 

Fleet:  Fueling, transporting for maintenance and repairs, picking up and delivering rentals, determining vehicle safety concerns and performing minor repairs

Capital Projects:  Coordinate on-site contractor access to streets, wastewater drainage and other Town assets, work with Superintendent to assure safety of the public, help identify and solve delivery and equipment staging problems. 

Town Support:  Perform a variety of hands on support for a wide range of tasks requiring lifting, carrying, hauling, assembling, constructing and cleaning as needed for the Town, its citizens, guests and businesses.  Perform other duties as assigned. 

OTHER CONDITIONS OF EMPLOYMENT

1.    Always maintains safety of the public and other employees.
2.    Participate in Special Town events as required.
3.    Must be willing to work overtime, shift work, weekends, flexible hours, and holidays.
4.    Employees must be available for on-call duty, may work under hazardous working    conditions and in inclement weather during emergency conditions. 
5.    Adheres to an on-call schedule as assigned for emergency repairs at night or on weekends. Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or other critical incidents as determined by the Town.

Requirements

MINIMUM QUALIFICATIONS

1.    High School Diploma or General Equivalency Diploma (GED) is required.
2.    Five (5) years of previous experience with a variety of construction assignments, equipment operation, street repair, park maintenance, facility support or similar is required.
3.    Military experience or training in a related trade may substitute for a portion of the required experience
4.    Must have a valid Texas Class C driver’s license.
5.    CDL preferred. 

WORK ENVIRONMENT

The primary work is outside, must be able to work in inclement weather conditions ranging from cold and wet winter days below freezing, to hot and humid summer days with temperatures above one hundred (100) degrees Fahrenheit. Job entails heavy physical labor, which requires strength and agility, constant physical effort required in digging by hand, scooping asphalt, utilizing, and repairing heavy equipment, and vehicle and building maintenance. May be required to lift and/or carry up to one hundred (100) pounds. Exposure to hazardous working conditions relating to operating equipment on high banks, open trenches, traffic, wastewater, utilizing and repairing equipment, exposure to hot mix asphalt, cold mix, coarse salt, road base, herbicides, pesticides, pipe glue, gasoline, oil, diesel, concrete and other job related products, exposure to insects, etc.  A person in this position will work in confined spaces, heavy vehicular traffic areas, and ditches. Safety equipment such as gloves, goggles, hard hats, safety vests, steel-toe boots, seat belts, and all safety equipment provided must be worn as required by department procedures and good safety practices. Incumbent must be willing to work overtime and be on call when requested during peak work conditions and emergencies.
