Description
Summary:
Performs police patrol duties for the City of Quinlan. Responds to various calls related to traffic, law enforcement, crimes against persons or property and other assistance/enforcement activities of the Quinlan Police Department. Follows all department policies and procedures. Maintains professional and effective interaction with the public. Strives to maintain the health, safety and welfare of the general public.
Duties and Responsibilities:
Essential and other important responsibilities and duties may include, but not limited to the following:
- Ensures the preservation of order, protection of life and property, enforcement of laws and municipal ordinances, investigation and prevention of crime, drug and alcohol abuse prevention and enforcement, and the provision of professional, efficient and progressive service to the City of Quinlan.
- Follows and promotes the operation and implementation of the City’ community policing philosophy, Crime Prevention, and other programs, if offered.
- Ensures the highest standard of performance and integrity for the City of Quinlan Police Department.
- Follows and departmental rules, regulations, policies and procedures and is responsible for proper maintenance of all departmental records, books, files, property, evidence and equipment.
- Works under a chain of command with defined channels of communications, responsibility, accountability, and authority.
- Ensures all Police Department equipment apparatus, vehicles and office/work areas are continuously maintained in a state of good repair and cleanliness.
- Maintains current knowledge of applicable City ordinances, state and federal laws, case law and changes in law enforcement methods and techniques.
- Exhibits and promotes professionalism and teamwork in areas of public safety, law enforcement, drug and alcohol abuse prevention, crime prevention and education, traffic safety and traffic control.
- Establishes and maintains an effective public relations between the Quinlan Police Department and the community to promote a positive and professional image and reputation.
- Fosters and maintains cooperative working relationships with, and confers with, other law enforcement agencies, City officials, other City departments.
- Follows proper procedures for investigations, reports, evidence and other police operations.
- Other duties as required.

Qualifications:
Knowledge, Skills and Abilities:
The following knowledge, skills and abilities must be possessed, or the candidate must be able to explain and demonstrate that he/she can perform the essential job functions described herein, with or without reasonable accommodations, using another combination of knowledge, skills and ability required for this position and the omission of specific items does not exclude them from the position:
Knowledge of:
- Modern principles, practices and techniques of police administration, organization and operations.
- Community Policing techniques and philosophies.
- Basic knowledge and understanding of crime prevention, criminal investigation, drug and alcohol abuse prevention, patrol procedures, traffic control and safety, accident investigation, records management and the care and custody of persons and property.
- City, county, state and federal laws and regulations pertaining to police operations, practices and responsibilities.
- Business English, spelling, grammar, punctuation and composition.
- Police Department policies, procedures and emergency response plans.
- Equipment, materials and supplies utilized in police services.
- Departmental records keeping.
Skill In:
- The operation of a motor vehicle and other police communications and emergency equipment including mobile and portable radios, sirens, emergency lighting and computer terminals.
- The use of a department approved or issued handgun, shotgun, rifle and ammunition; including assembly, disassembly, cleaning, and qualifying.
- Performance of the duties required for this position will necessitate the use and operation of a variety of other law enforcement tools and equipment, including but not limited to handheld radar, chemical weapons, baton, handcuffs, first-aid equipment, fingerprinting equipment, and evidence collection tools, devices and packages, computer hardware and software, TCIC/NCIC systems.
Ability to:
- Prepare complete and accurate incident reports and correspondence.
- Communicate effectively and convincingly with the public and other employees.
- Work harmoniously and cooperatively with the public, co-workers, City Administration and City Council and other appointed/elected officials.
- Work under pressure, stress and public antipathy; handle verbal abuse and abusive language.
- Understand, follow and deliver written and oral instructions.
- Demonstrate well-developed personal qualities of leadership persuasion, patience, perseverance, thoroughness, firmness, flexibility, understanding, compassion and independent decision making.
- Derive pertinent information from the public, co-workers and records.
- Work independently with little or no supervision.
- Administer City, county, state, and federal laws effectively to promote and manage public safety.
- Utilize physical force and/or deadly physical force in accordance with established policies and procedures and state/case laws’ regarding the “Continuum of Force” standards to ensure the use of force is necessary and reasonable.
- Coordinate Police Department activities and efforts with other City departments or other jurisdictions.
- Perform all duties normally associated with a Patrol Officer.
Desired Minimum Qualifications:
- Combination of knowledge, skills and abilities necessary to perform the duties and job functions described herein.
- Completion of an accredited or recognized police academy.
- Must obtain a TCOLE Certificate. Must obtain valid Texas Peace Officer License. Ability to maintain certifications
- Possession of a valid Texas driver’s license.
