- Senior Utility Billing Clerk

The purpose of this position is to perform complex and technical tasks associated with setting Service, billing, monitoring and/or adjusting customer accounts. Participates in complex analysis associated with revenue collection and billing customer accounts. Processes and reviews documents and a variety of duties related to the assigned departments. Works closely with the Utility Billing Clerks and customers to ensure excellent customer service standards are met. Other duties include Utility Billing records maintenance, retention, and destruction of said records. This position serves as backup to the Utility Billing Supervisor in the supervisor’s absence. Processes monthly journal entries, completes monthly reports, provides training of employees and other duties assigned.
Specific Duties and Responsibilities:
- Provides support by processing payments daily from various payment sources, ensure payment data is entered on customer accounts,
- Monitor utility payment collections and delinquent water service accounts; recommend and take appropriate action on delinquency; assist staff in collection activities and payment plans; verify closed account balances; Correct or adjust accounts as deemed necessary.
- Create new construction accounts and assign account numbers for Residential and Commercial customers.
- Set-up and process accounts for Bank Draft.
- Run weekly campaigns for delinquent accounts.
- Process payment reversals and notification of NSF checks; prepare service orders for non-pay accounts, returned checks and other customer service issues; updates and closes service orders once work is complete
- Monitors meter for no usage.
- Process account adjustments
- Assist staff with escalated issues
- Receive in-bound customer calls and provide appropriate resolutions to customer inquiries; research and respond accordingly to customer inquiries
- Maintain delinquent reports and percentage of recovered revenues
- Performs other assigned duties.
Requirements
- Completion of a two-year Associate's Degree or equivalent
- Two years of related work experience in utility billing
- Valid Texas Driver's License
- Experience with utility billing software, Sensus Flex-net meter reading system and check scanning systems
- Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
- Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products
- Skill in the operation of 10 key
- Skill in providing excellent customer service
- Ability to analyze documents and reports
- Ability to count monies and process payments
- Ability to establish and maintain working relationships with City administration, other employees, and the public
